Job description

ICF International seeks an experienced Data Quality Specialist familiar with child welfare and/or social science data and health and human services technology systems.  You will assist the Children’s Bureau by delivering work products that support the oversight of the development, implementation, and operations of statewide and tribal automated child welfare information systems.  Your work will help guide the implementation of Comprehensive Child Welfare Information Systems (CCWIS) regulations (CFR1355.52), specifically the data quality requirements in CFR1355.52(d).

We are looking for an individual who can serve as a data quality subject matter expert providing technical assistance to federal, state, and tribal audiences.  The ideal candidate will have experience in developing data quality plans and knowledge in using automation to support data quality, preferably.

This position can be performed anywhere in the US. Travel may be required.


Key Responsibilities:

  • Independently review CCWIS data quality plans and evaluate compliance with federal regulations

  • Assist federal staff in providing technical assistance to states and tribes on data quality plans, biennial reviews, and data quality automation

  • Critically analyze state and tribal systems to identify data quality risks, inconsistencies, and compliance issues

  • Draft reports on data quality review findings and recommend corrective actions

  • Prepare an inventory/guide of data quality automation tools and functions

  • Develop and lead workgroups and/or webinars for targeted technical assistance to states and tribes on CCWIS data quality best practices


Basic Qualifications:

  • Bachelor’s Degree and at least 10 years related experience

  • Knowledge of AFCARS, NCANDS, NYTD, CFSR, CFSP, and other federal child welfare data, reports, plans, and/or reviews

Preferred Qualifications:

  • Familiarity with design, implementation, operation, and maintenance of statewide automated human services information systems (e.g., CCWIS, Child Support, TANF, MMIS, etc.)  

  • Advanced MS Excel experience and skills

  • Knowledge and experience with a variety of Microsoft Word documents and PowerPoint slides

  • Knowledge and experience with collaborative tools (SharePoint, Teams, etc.)

  • Interpersonal skills and the ability to communicate effectively with various clients to explain and elaborate on technical details

  • Excellent client service and problem-solving skills.

  • Ability to communicate complex information to audiences

  • Strong organizational skills and extreme attention to detail

  • Self-motivated with the ability to work independently with little to no supervision

  • Ability to communicate clearly both orally and in writing

  • Experience with child welfare policy and practice

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$108,476.00 - $184,409.00
