Roles & Responsibilities

  • Bachelor's Degree or higher (MBA, PhD) with minimum 15 years of contracting experience (cradle-to-grave) in acquisition support.
  • Expert knowledge of FAR, DEAR, and other Procurement and Acquisition Guidance; familiarity with DOE/EM contracting; DOE contracting experience.
  • Ability to navigate and research acquisition-related documents and draft contractual correspondences; ability to review contract clauses and FAR deviations; ability to coordinate with SMEs.
  • US citizenship is required; ability to monitor, track, and close-out tasks; strong critical thinking and collaboration with SMEs.

Requirements:

  • Draft various contract modifications and Memoranda for Records; review contractor deliverables requiring CO responses (e.g., Monthly Project Reports, GAO audits).
  • Coordinate and apply review results from DOE Order impact assessments into contract modifications or resolutions; draft revisions to procedures and contract documents (e.g., CBFO TP 5.6, CBFO MP 5.4, Contract Management Plan).
  • Support CO on data calls; coordinate with Project Control and Audit for Monthly Drawdown spot-check reviews; conduct Bi-Weekly CO/COR meetings and provide minutes.
  • Support PEMP development by providing draft performance evaluation input; monitor, track, and close-out action items; coordinate conference calls as necessary.

Navarro Research and Engineering is recruiting a part-time Contract Specialist (3783). This is a remote position.

This is a remote, part-time role with an annual workload of 1,200 hours.

  • Drafting Various Contract Modifications and Memorandum for Records resulting from various communication sources, Policy Flash, SMEs, Contractor, etc.
  • Review of some Contractor Deliverables that require CO responses, Monthly Project Report, GAO audit reports
  • Coordination and application of review results from Impact Assessment of DOE Order updates either into contract modifications or further discussion for resolution.
  • Drafting revision to procedures and contract document(s), e.g., CBFO TP 5.6, CBFO MP 5.4, Contract Management Plan.
  • Support PEMP development and provide draft performance evaluation input.
  • Coordinating with Project Control and Audit team for Monthly Drawdown Spot-Check reviews.
  • Conducting Bi-Weekly M&O CO/COR meeting and providing minutes.
  • Supporting CO on data calls.
  • Coordinating and participating in conference calls as necessary.

Requirements

  • Bachelor’s Degree or other higher education Degree (MBA, PhD, etc.) and minimum of 15 years of contracting experience specializing in and performing all acquisition support functions (cradle to grave).
  • Expert knowledge in FAR, DEAR, and other Procurement and Acquisition Guidance. Familiarity with DOE and EM is beneficial and DOE contracting experience.
  • Ability to navigate and research acquisition related documents – This is required to support CO and SMEs when questions and issues are raised related to contract and requirements - Review and Application of contract clauses and FAR Class Deviations.
  • Ability to critically think to obtain task objectives – This is required to ensure objectives are achieved efficiently and effectively. Often, this also requires reaching out and coordinating with appropriate SMEs.
  • Ability to draft contractual correspondences – This is required to support CO with recommendations on contractual deliverables or letters.
  • Ability to draft or update/revise procedures – This is required to apply lessons learned and good practices.
  • Ability to review complex documents, analyze and provide recommendations – This is required to support CO and COR when internal/external documents need review (e.g., GAO audit reports, Assessment Reports, Policy Flashes, etc.)
  • Ability to monitor, track, and close-out tasks and actions items – This is required to ensure CO actions and sometimes program related actions are completed on time.
