Staff Accountant

Roles & Responsibilities

  • Bachelor's degree in accounting, finance, or a related field; CPA or CPA candidate preferred.
  • 4+ years of payroll and accounting experience, including multi-state payroll and certified payroll reporting (Davis-Bacon) in a construction or prevailing wage environment.
  • Strong knowledge of GAAP, month-end close, general ledger reconciliations, WIP/revenue recognition, and internal controls; experience with external auditors.
  • Proficiency with payroll software and timekeeping systems, ERP experience, and ability to analyze labor burden, fringe allocations, job costing, and cross-functional collaboration with HR, operations, and project managers.

Requirements:

  • Manage full-cycle payroll processing (weekly) for field and office employees, including multi-state payroll, ensuring accurate calculation of prevailing wages, fringe allocations and true-ups, overtime, union wages and deductions, per diem and travel pay, and preparation of certified payroll reports (Davis-Bacon and state equivalents).
  • Oversee labor cost coding and timekeeping to ensure accurate job costing, monitor labor burden rates and fringe calculations, and assist in estimating labor burden for bids; ensure proper tracking of equipment, travel, and reimbursable labor costs.
  • Oversee month-end close, post payroll-related journal entries and accruals, prepare account reconciliations, support WIP schedules and revenue recognition, and ensure GAAP compliance; coordinate with external auditors and tax advisors.
  • Develop and maintain documented payroll and compliance procedures, maintain strong internal controls and segregation of duties, identify process improvements and automation opportunities, and serve as liaison between accounting, HR, and operations.

Job description

The Accounting Manager is responsible for overseeing the company’s accounting operations with primary responsibility for managing complex payroll processes in a construction and prevailing wage environment. This role ensures accurate and compliant payroll processing, certified payroll reporting, job cost integrity, and adherence to federal, state, and local labor regulations including Davis-Bacon and state prevailing wage requirements.


Key Responsibilities

Payroll & Prevailing Wage Compliance

  • Manage full-cycle payroll processing (weekly) for field and office employees, including multi-state payroll.
  • Ensure accurate calculation of:
    • Prevailing wages (federal and state)
    • Fringe benefit allocations and true-ups
    • Overtime and weighted overtime
    • Union wages and deductions (if applicable)
    • Per diem and travel pay
  • Prepare and review certified payroll reports (Davis-Bacon and state equivalents).
  • Ensure compliance with Department of Labor regulations and state labor agencies.
  • Monitor apprenticeship ratios and proper worker classifications.
  • Reconcile payroll to job cost reports and the general ledger.
  • Manage year-end processes including W-2s and 1099s.
  • Respond to payroll audits, labor compliance reviews, and agency inquiries.

Job Costing & Project Support

  • Oversee labor cost coding to ensure accurate job costing.
  • Review timekeeping systems for compliance and accuracy.
  • Work closely with project managers to ensure labor costs align with budgets.
  • Monitor labor burden rates and fringe calculations.
  • Assist in estimating labor burden for bids when necessary.
  • Ensure proper tracking of equipment, travel, and reimbursable labor costs.

Accounting & Financial Management

  • Oversee month-end close process.
  • Review and post payroll-related journal entries and accruals.
  • Prepare account reconciliations.
  • Assist with WIP schedules and revenue recognition support.
  • Ensure compliance with GAAP and internal policies.
  • Coordinate with external auditors and tax advisors.

Leadership & Internal Controls

  • Develop and maintain documented payroll and compliance procedures.
  • Maintain segregation of duties and strong internal controls.
  • Identify process improvements and system automation opportunities.
  • Serve as liaison between accounting, HR, and operations.
