Description

The Senior Grants Management Analyst provides expert-level grants management support to the Federal Highway Administration (FHWA), Cooperative Agreements and Non-State Grant Awards Division (HACG-30). This role supports the full lifecycle of competitive federal grants and cooperative agreements, with a primary focus on non-State direct recipients.

The Senior Analyst functions as a subject matter expert (SME), delivering pre-award, post-award, and closeout support, ensuring compliance with 2 CFR Part 200, DOT financial assistance policies, and applicable federal regulations. 


Key Responsibilities

Pre-Award Grants Management Support

  • Conduct detailed budget analysis and cost evaluation for grant and cooperative agreement applications in accordance with 2 CFR Part 200 Cost Principles.
     
  • Perform risk assessments in accordance with 2 CFR 200.206 and FHWA/DOT procedures.
     
  • Review applications for compliance, clarity, completeness, and eligibility.
     
  • Assist with drafting and reviewing Notices of Funding Opportunities (NOFOs) and supporting documentation.
     
  • Prepare award documentation, including risk memoranda, budget memoranda, and grant award packages for Government review.
     
  • Create and maintain award records in Government systems such as ESC PRISM, GrantSolutions, FMIS, and other designated platforms.
     

Post-Award Grants Management Support

  • Provide expert analysis and recommendations to ensure efficient administration of grants and cooperative agreements.
     
  • Review recipient progress reports and deliverables; identify issues and recommend corrective actions.
     
  • Analyze recipient reimbursement requests for compliance with award terms and conditions and recommend approval or disapproval.
     
  • Draft amendments, modifications, and supporting documentation for Agreement Officer review.
     
  • Initiate and process grant and cooperative agreement closeouts in accordance with federal and agency requirements.
     
  • Monitor recipient performance throughout the life of the award.
     

Compliance, Policy & Technical Assistance

  • Provide authoritative guidance on federal grants regulations, policies, and procedures governing financial assistance.
     
  • Analyze and interpret current and emerging grants policies, rules, and regulations and provide recommendations to Government staff.
     
  • Assist in the development or revision of SOPs, templates, guidance documents, training materials, briefings, and reports.
     
  • Provide technical assistance to FHWA staff, grant recipients, and stakeholders on grants management matters.
     

Collaboration & Reporting

  • Communicate professionally and timely with Government personnel, recipients, and internal contractor teams.
     
  • Participate in meetings and briefings as required.
     
  • Maintain accurate, complete, and compliant electronic grant files and workload trackers.
     
  • Support reporting requirements and respond promptly to Government inquiries.
Requirements
  • Bachelor’s degree from an accredited institution.
     
  • Minimum of six (6) years of direct federal grants experience supporting competitive grants and cooperative agreements.
     
  • Expert knowledge of the full federal grants lifecycle (pre-award, post-award, amendments, and closeout).
     
  • Demonstrated mastery of 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
     
  • Proven ability to provide expert technical advice and policy interpretation to program managers and leadership.
     
  • Strong analytical, writing, and communication skills.
     

Preferred Qualifications

  • Direct experience supporting Federal agencies and competitive/discretionary grant programs.
     
  • Experience with federal construction or infrastructure grant programs.
     
  • Familiarity with federal grants management systems such as ESC PRISM, GrantSolutions, FMIS, and USA Spending.
     
  • Proficiency with Microsoft collaboration tools (Excel, Outlook, SharePoint) and adaptability to Google-based productivity tools.
Salary Description
95,000 - 130,000
