Roles & Responsibilities

  • Bachelor's degree in Healthcare/Business Administration, Public Health, Project Management, or equivalent experience.
  • Minimum 5 years of experience in healthcare quality, accreditation, regulatory implementation, or project management; Managed Care or Medicaid/Medicare project management experience preferred.
  • Strong project management skills with the ability to manage complex, multi-stakeholder initiatives; deep knowledge of healthcare regulations, accreditation standards, and compliance; excellent communication and interpersonal skills.
  • Advanced proficiency in MS Excel, PowerPoint, and data visualization tools; knowledge of quality improvement methodologies and performance measurement; deep understanding of NCQA, URAC, CMS, and state quality requirements; ability to translate standards into operational practice.

Requirements:

  • Lead accreditation readiness, submission, and compliance activities for NCQA and URAC dental standards across the enterprise; monitor regulatory changes and translate them into actionable work plans.
  • Manage quality program initiatives, including onboarding new dental groups/entities; drive initiatives to close gaps in oral health access, preventive care, and continuity of care; ensure alignment with contracts and enterprise strategy.
  • Coordinate cross-functional partners (Quality, Network, Operations, Compliance, IT, Member Services) to fulfill regulatory and contractual requirements; develop project plans, timelines, deliverables, and risk mitigation strategies; track progress and escalate risks with solutions.
  • Maintain documentation, version control, and evidence repositories to support audits; provide routine status updates and executive summaries on quality project performance and outcomes.

Liberty Dental Plan is seeking a Quality Program Management Senior Analyst, a key role responsible for coordinating enterprise‑level quality initiatives, driving accreditation and compliance efforts, and supporting strategic quality improvement projects.

 

The Quality Program Management Sr. Analyst is responsible for coordinating enterprise level quality initiatives on behalf of the Quality team, with a primary focus on accreditation readiness, regulatory compliance, and both clinical and operational quality improvement projects. This role ensures quality programs are implemented on time, aligned with contractual and accreditation requirements, and executed through effective cross functional collaboration.

 

In addition to managing accreditation submissions for NCQA and URAC standards, the Quality Program Management Sr. Analyst drives strategic quality initiatives that improve member outcomes and provider performance. The position requires strong insight into planning, organizing, and monitoring multiple projects simultaneously, ensuring adherence to timelines and mitigating risks. This serves as a liaison between internal teams and external stakeholders, translating regulatory requirements into actionable plans and fostering a culture of continuous improvement. This role also involves identifying gaps in oral health access, implementing targeted interventions, and ensuring compliance with evolving industry standards and contractual obligations.

 


 

 

 

What You’ll Do

 

Accreditation & Regulatory Readiness

  • Lead accreditation readiness, submission, and compliance activities for NCQA and URAC dental standards across the enterprise.
  • Serve as the primary project lead for audits, readiness assessments, corrective action plans, and regulatory submissions.
  • Monitor changes in accreditation, state, and federal requirements and translate them into actionable work plans.

 

Quality Program & Initiative Management

  • Oversee quality‑related components of onboarding new dental groups, delegated entities, or expanded service areas.
  • Lead operational quality improvement initiatives focused on closing gaps in oral health access, preventive care, and continuity of care. 
  • Ensure quality initiatives align with contractual obligations, performance guarantees, and enterprise quality strategy.

 

Project Management & Cross‑Functional Collaboration

  • Coordinate cross‑functional partners (Quality, Network, Operations, Compliance, IT, Member Services) to fulfill regulatory and contractual quality requirements.
  • Develop and maintain project plans, timelines, deliverables, and risk mitigation strategies. 
  • Track project progress, identify barriers, and escalate risks or delays with recommended solutions. 

 

Documentation & Reporting

  • Maintain documentation, version control, and evidence repositories to support audits and accreditation reviews.
  • Provide routine status updates and executive‑level summaries on quality project performance and outcomes. 

 

 

Education & Experience

 

Education

  • Bachelor’s degree in Healthcare/Business Administration, Public Health, Project Management, or equivalent experience.

 

Experience

  • Knowledge of quality improvement methodologies and performance measurement techniques. 
  • Deep understanding of NCQA, URAC, CMS, and state quality requirements, with the ability to translate standards into operational practice. 
  • Effective communicator who can clearly convey requirements, influence partners, and collaborate across clinical, operational, and compliance functions.
