A Brief Overview
The Systems Project Analyst is an entry-level position. The position provides business and technical support for Civitek IT Project team. Position will work with other team members to execute projects according to project plans and technical specifications. Position will assume responsibility as directed for components of overall project plans ensuring design, development, quality assurance and ongoing application maintenance for Civitek IT technology projects follow business rules, technical specifications and industry standards to contribute to the completion of projects managed by the IT Project team. This position will also perform in the role of an application trainer for both internal and external clients as needed.

What you will do
- Participate in planning, designing, developing and implementing projects for the Civitek IT Project team. Duties include writing technical development specifications, monitoring project related tasks, providing technical support and guidance to other team members, working and coordinating concurrent activities on projects and participating in the quality assurance process to ensure new applications and / or new application functionality meets user requirements.
- Analyze and document business requirements of assigned projects to include legislative requirements, enhancement requests and application maintenance plans for Civitek technology products. This activity contributes to the software development process and documentation requirements of each assigned project. Create use cases for the development of enhancements, new functionality and new applications. Participates in technical reviews with the development team prior to application coding changes beginning.
- Perform software quality assurance for new functionality or applications. Create test plans for new application functionality and/or new applications to encompass various areas of quality assurance including but not limited to functional, incremental, integration and regression testing for Civitek applications.
- Acts as an escalation point and assists in troubleshooting more complex software and/or database issues. Assist the service desk staff and project team staff in the diagnosis of incidents reported by counties when necessary, identifying problems and providing instructions for resolutions to service desk staff. Perform analysis on issues, including executing SQL queries to evaluate and determine extent to issues and develop proposed solutions.
- Conducts user training and provides user documentation assistance (when needed). Trains Civitek trainers on new functionality and/or applications. Trains Implementation Leads/Trainers on configuring and code table set up required for new functionality and/or applications. Participation in pre-sales product demonstrations and marketing support.
- Facilitate open lines of communication with management staff, team leads, coworkers, Clerks’ offices, the general public, and others in a courteous and professional manner. Conform with and abide by all regulations, policies, work procedures, safety rules and regulations and instructions.
- Provide quality and service by promptly and professionally responding to peers, customers and other professional contacts through conversations, telephone communication and written correspondences such as email, memorandums, faxes and other distributed material.
Qualifications
- Associate's Degree in IT or related field and two years computer and/or technical related experience Required
- Candidates must be proficient in software design/architecture, configuration management practices and SQL. Required

- Strong knowledge and/or related work history of clerk of court operations, business process flows, application software utilization and related workflows.
- Strong knowledge of the duties and responsibilities of the Office of the Clerk of Court.
- Knowledgeable of Civitek applications, how they function and integrate to internal and external applications in various environments.
- Knowledgeable and experienced in software application design principles, business and technical requirement documentation methodologies.
- Knowledgeable in use case creation
- Knowledgeable in configuration management practices.
- Knowledgeable and experienced in troubleshooting software application and database issues.
- Knowledge and experience using SQL.
- Experienced in conducting user training / teaching with strong public speaking skills.
- Possess a strong work ethic and ability to interact well with others.
- Demonstrate leadership qualities and strong team skills when interacting with other team members.
- Demonstrate strong analytical, logic and reasoning skills and demonstrate a high level of attentiveness to detail.

- The position requires the ability to work with a personal computer and peripheral equipment utilizing Windows platform. The ability to comfortably use standard Microsoft applications including Word, Excel and Power Point are required. Additional experience and familiarity with basic desktop support, hardware and network components such as servers, routers, printers, and scanners is required. SQL experience to write and execute queries is required.
