Requirements:

  • Documentation and Deliverable Management: collect, organize, edit, and maintain user manuals, training materials, installation guides, proposals, reports, meeting briefings, and read-aheads; track due-outs and support Monthly Status Reports (MSRs) and leadership updates.
  • Financial and Administrative Support: assist in collecting and organizing financial data for budget execution tracking, PPBE artifacts (POM, BES, and exhibits), dashboards and reconciliation reports; maintain financial spreadsheets detailing commitments, obligations, burn rates, and forecasts; provide travel and labor reporting inputs.
  • Acquisition and Compliance Support: assist in preparation and editing of Acquisition Decision Memorandums (ADMs), Capabilities Implementation Plans (CIPs), Capability Support Plans (CSPs), Business Case Analyses (BCAs), and Clinger-Cohen compliance documentation; maintain centralized repositories and assist in milestone reviews; track compliance schedules.
  • Records, Internal Controls, Testing, and Scheduling Support: maintain documentation structures and inventories consistent with records management; coordinate evidential matter for A-123 and internal control evaluations; assist in testing documentation (plans, test cases, RTMs, and test reports) and maintain testing artifact libraries; support Integrated Master Schedule (IMS) artifacts and status dashboards.

Job description

is seeking a Business Data Analyst to support the DLA JETS Defense Agencies Initiative (DIA) Program Management Office (PMO) program. This is a fully remote position and contingent on contract award.

 

Job Summary 

  • The Business Data Analyst II provides analytical, documentation, and administrative support to the DLA DAI PMO in support of enterprise governance, acquisition compliance, financial management, schedule oversight, testing coordination, and internal control activities.
  • The position supports the preparation, maintenance, and quality control of program documentation and data artifacts required to execute DAI PMO tasks in accordance with DoD, DLA, and federal regulatory requirements.
  • Under general supervision, the Business Data Analyst II assists in the collection, analysis, organization, and presentation of program data and documentation to ensure accuracy, traceability, compliance, and executive visibility across the DAI portfolio.
  • Primary Duties and Responsibilities include:
  • Support Documentation and Deliverable Management.
  • Collect, organize, and maintain documentation required for user manuals, training materials, installation guides, proposals, reports, meeting briefings, and read-aheads.
  • Edit and format functional descriptions, system specifications, SOPs, and executive-level documentation.
  • Maintain and update internal documentation libraries and repositories in accordance with PMO configuration and records management procedures.
  • Track due-outs, action items, and deliverables to ensure timely submission.
  • Support preparation of Monthly Status Reports (MSRs) and related program artifacts.
  • Coordinate documentation updates following leadership reviews, milestone decisions, and working group sessions.
  • Provide Financial and Administrative Support.
  • Assist in collecting and organizing financial data to support budget execution tracking, spend plan analysis, PPBE artifacts including POM, BES, and exhibits, and financial dashboards and reconciliation reports.
  • Support development and maintenance of financial spreadsheets detailing commitments, obligations, burn rates, and forecast data.
  • Provide administrative support for travel and labor reporting data inputs, as required.
  • Assist with cost documentation and economic analysis support artifacts.
  • Provide Acquisition and Compliance Support.
  • Support preparation and editing of acquisition lifecycle documentation, including Acquisition Decision Memorandums (ADMs), Capability Implementation Plans (CIPs), Capability Support Plans (CSPs), Business Case Analyses (BCAs), and Clinger-Cohen compliance documentation.
  • Maintain centralized repository of acquisition artifacts and milestone documentation.
  • Assist in compiling documentation packages for milestone reviews and leadership briefings.
  • Support tracking of compliance schedules and reporting requirements.
  • Provide Records and Internal Control Documentation Support.
  • Maintain organized documentation structures consistent with records management guidance.
  • Assist in maintaining document inventories, version control, and retention tracking.
  • Support preparation of documentation for internal reviews and audit readiness activities.
  • Coordinate collection and validation of evidential matter in support of A-123 and internal control evaluations.
  • Provide Testing and Traceability Documentation Support.
  • Assist in preparing and editing test documentation, including test plans, test cases, requirements traceability matrices (RTM), and test result reports.
  • Maintain testing artifact libraries and version-controlled documentation sets.
  • Coordinate documentation updates based on test execution outcomes and defect resolution.
  • Provide Schedule and Reporting Support.
  • Assist in maintaining schedule documentation artifacts supporting the Integrated Master Schedule (IMS).
  • Update project tracking spreadsheets and status dashboards.
  • Support preparation of schedule briefings and milestone documentation.
  • Ensure documentation aligns with Work Breakdown Structure (WBS) and schedule deliverables.

 

Clearance Requirements 

There is a Secret Security clearance requirement for this position. 

 

Required Skills & Certifications 

  • BA or BS in a relevant field or four additional years of related experience.
  • Project Management Professional certification.
  • 5+ years of project management experience with progressively higher levels of responsibility in the IT public or private sector or as a consultant.
  • 5+ years of leadership experience with progressively higher levels of responsibility in the IT public or private sector or as a consultant.
  • 1+ year of managing 30 or more employees.
  • Demonstrated proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, Access, and Project.
  • Additional proficiency with SharePoint and collaboration tools such as Microsoft Teams.

 

Desired Skills & Certifications 

  • Experience supporting DLA contracts.
  • Experience supporting DoD program offices.
  • Experience supporting PPBE or financial management activities.
  • Experience supporting audit or internal control documentation efforts.
  • Experience working in ERP or enterprise IT program environments.
  • Familiarity with DoDI 5000-series acquisition documentation.
