Roles & Responsibilities

  • At least 15 years of Federal Government contract management including experience with cost reimbursable, time and materials, fixed unit rate, and firm fixed price type contracts.
  • Experience with negotiating proposals, change orders, REAs, and other complex agreements.
  • Comprehensive knowledge of relevant U.S. government regulations and standards regarding government contracts administration, including the FAR, DFARS and other agency FAR Supplements.
  • Bachelor’s degree in business administration, accounting, finance, or project management; will consider directly related work experience and/or professional certifications in lieu of a degree.

  • Working with project and program managers, procurement team, and Government contracting personnel to manage contracts from solicitation through closeout, including participating in internal and external client program reviews and ensuring compliance with contract requirements.

POSITION DESCRIPTION  

Currently, HGL is seeking a remote Contracts Manager II to join our team based in our headquarters in Reston, VA. The Contracts Manager II will be responsible for managing a portfolio of contracts and working with other Contract Managers and Administrators in support of our Contracts team. This is a meaningful and rewarding position for a motivated, detail-oriented candidate who wants to contribute in the exciting, fast-paced environment of government contracting. This is a remote position supporting the contracts team based in our in Reston, VA office.

 


Responsibilities/Duties

 

WHAT YOU'LL BE DOING   

The person hired for this role will be responsible for:

  • Managing contracts, including large Federal Government ID/IQ contracts, task orders, and complex performance-based contracts.  Contract types include cost reimbursable, time and materials, fixed unit rate, and firm fixed price contracts.
  • Providing cost proposal support to the technical and pricing team in fast paced, high-volume environment, including ensuring proposals are accurate and meet RFP and contract requirements.
  • Communicating with Government Contracting Officers and other Government officials, including both routine contract administration and complex negotiations. 
  • The successful candidate will work closely with HGL project and program managers, as well as other members of the contracts and procurement team, and Government contracting personnel to manage contracts from solicitation through closeout, including participating in internal and external Client Program reviews, ensuring compliance with contract requirements.

WHAT YOU NEED TO BE SUCCESSFUL 

The ideal candidate will need the following as a foundation for success in this role:

  • At least 15 years of Federal Government contract management including experience with cost reimbursable, time and materials, fixed unit rate, and firm fixed price type contracts.
  • Experience with negotiating proposals, change orders, REAs, and other complex agreements.
  • Comprehensive knowledge of relevant U.S. government regulations and standards regarding government contracts administration, including the FAR, DFARS and other agency FAR Supplements.
  • Self-motivated with the ability to work in a complex and fast-paced environment, meeting deadlines for multiple simultaneous projects and priorities.
  • Exhibit sound business judgment, working well both independently and in a collaborative, team-oriented environment to develop comprehensive, effective solutions to challenging issues.
  • Demonstrated skills in managing client relationships and the ability to communicate effectively both orally and in writing with staff at all levels of the organization.
  • Required skills include excellent communication and organization; working with and maintaining confidential information; strong technical writing and documentation; advanced proficiency with Microsoft Word, Excel, and Outlook.
  • Ability to prioritize workload in a fast-paced environment.  
  • Bachelor’s degree in business administration, accounting, finance, or project management; will consider directly related work experience and/or professional certifications in lieu of a degree.

 

 

Preferred Skills

 

WHAT YOU NEED TO STAND OUT – Preferred, not required

  • Previous experience managing contracts for US EPA, US DOE or other federal government environmental remediation sites is preferred. 
  • Experience focused on government contracting including AE and construction contracting.
  • Experience with review of leases and licenses and other commercial agreements. 
  • NCMA Certification CACM or CPCM preferred.
  • Experience with managing and reporting Government Property a plus.
  • Experience with GSA schedules a plus.
  • Experience supervising staff a plus.
  • Bachelor’s degree in business administration, accounting, or finance is strongly preferred.

The annual salary for this position ranges from $106,218.00-$164,639.00. This position's final salary can be impacted by various factors including, but not limited to, contractual requirements, geographic location, job-related education, training, experience, and skills.
