Roles & Responsibilities

  • Bachelor's degree in environmental sciences, natural resources, planning, or related field; advanced degree a plus.
  • Minimum of ten years of experience preparing NEPA documents for transportation, rail, renewables, water, and utility sectors in Arizona and/or California.
  • Excellent verbal and written communication skills; ability to effectively communicate with peers, senior staff, and clients; experience coordinating with multiple agencies.
  • GIS proficiency, willingness to travel (including overnight and international as needed), bilingual in Spanish a plus; valid driver's license.

Requirements:

  • Serve as lead NEPA expert and technical resource for projects in transportation, rail, renewables, water, ports, and utilities across Arizona and California as needed.
  • Prepare and manage NEPA documents, environmental permits, and environmental commitments; provide compliance oversight during construction, implementation, operations, and restoration; manage budgets, scopes, and schedules.
  • Coordinate and negotiate teaming agreements and contracts; manage internal disciplines and subconsultants; conduct site visits and field investigations; review engineering drawings for environmental input.
  • Mentor junior staff and collaborate with internal disciplines, subconsultants, and resource agency personnel; perform QA/QC on documents; assist with additional duties such as environmental compliance oversight as needed.

Job Description:

As a Senior Environmental Planner, you will serve as the lead NEPA expert as well as a technical resource or permitting expert based on education and experience for projects within the transportation, rail, renewables, water, ports, and utility sectors in Arizona, California, or other states as needed.

Duties:

  • Preparation and project management of NEPA documents, technical documents, environmental permits, and/or environmental commitments compliance oversight during construction, implementation, operations, and restoration activities.
  • Preparation and maintenance of project budgets, scopes of work, and schedules.
  • Review, coordination and negotiation of Teaming Agreements and/or Contracts.
  • Management of internal disciplines and subconsultants when necessary.
  • Conducting site visits or field investigations and preparing technical resource-specific reports or permits based on education, expertise, and experience. 
  • Reviewing project engineering drawings and providing environmental input when needed. 
  • Providing technical oversight and conducting quality control reviews of documents
  • Work well independently or in team environments, coordinating with internal technical disciplines as well as subconsultants and resource agency personnel.
  • Mentoring junior staff.
  • Additional duties may include project construction, environmental compliance oversight, compliance auditing, or other related duties, as necessary.


Job Qualifications (Education, Experience, and Skills): 

  • Minimum Education: Bachelor’s degree in environmental sciences, natural resources, planning, or related fields, advanced degree a plus.
  • Minimum of ten (10) years of experience preparing NEPA documents for transportation, railway, renewables, water, and utility sectors in Arizona and/or California.
  • Required: Understanding of Water Resources Planning, including but not limited to: international water studies/research; development and oversight of planning tasks for water resource projects involving water supply; independently develop and apply long-range and mid-range demand forecast using tools and models, including assessments of risk and uncertainty.
  • Excellent verbal and written communication skills, with the capacity to effectively communicate thoughts and ideas to peers, senior staff, and clients. 
  • Office, field, and work-from-home environment
  • Travel required when necessary, including the potential for overnight stays and international travel
  • Experience with common software for industry. Experience with GIS is a plus.
  • Experience working with multiple agencies for single project, including international, various states, environmental organizations, etc. 
  • Experience with administrative records 
  • Plus: Bilingual in Spanish – speaking and writing 
  • Valid Driver's License, with the ability to maintain insurability under the company's insurance carrier

Working Conditions and Environment:

This position will require general supervision and will have to use independent judgment within established guidelines. Generally, uses the advanced knowledge to analyze, interpret, or make deductions from varying facts or circumstances. Will need the ability to establish rapport quickly with others working on the same project, and be able to promote a positive team environment.  Working knowledge of dealing with a diverse population while using tact, diplomacy, and respect.
