Job description

Genesis Consulting is seeking a motivated, ambitious, hardworking, and resourceful Contract Administrator. This position can be based in our Richmond, VA or Reston, VA office. Duties and Responsibilities: 

The Contract Administrator will be responsible for the entire contract lifecycle, from pre-proposal development through contract award to closeout, plus compliance and reporting at local, state, and federal levels. Other duties may include but are not limited to the following:

 

  • Negotiate and administer contracts with the US government, State/Local governments, Municipalities, as well as Private Sector customers.
  • Negotiate and administer subcontracts with large and small business prime and subcontractors across the breadth of contract types.
  • Negotiate teaming and non-disclosure agreements.
  • Ability to handle multiple bid opportunities, proposal work, negotiations, contract award and administration of the resultant contracts
  • Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals
  • Negotiate subcontract agreements, prepare small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements
  • Review/evaluate solicitations and provide proposal guidance support and assists in the preparation to meet contract requirements
  • Support contract review, acceptance and compliance through one or more of the following: review proposed terms and conditions of a contract during the solicitation process and identify nonstandard terms and recommend modifications to contract language, work with project manager and client/government representative to review and resolve questions or issues related to contract compliance or terms and conditions of the contract, prepare reports related to contract spend and progress, conduct compliance reviews and ensure corrective actions are completed in a timely manner, and assist with reviews required for contract closure.
  • Monitor contract execution and conformance to original proposal and maintain continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations
  • Prepare and disseminate information throughout the company regarding contract status, compliance, modification, deviation, negotiation, and termination
  • Serve as point of contact for customers both internal and external regarding contractual matters
  • Act as advisor regarding legal requirements, customer specifications, and government regulations to management and others
  • Identify applicable Federal clauses for all contracts and assist with compliance verification
  • Analyze and interpret federal government regulations including GSAR, CFR, FAR, DFARS, DCAA and other agency supplements and apply knowledge to perform sophisticated risk analysis for new and ongoing opportunities.
  • Advise management on contractual rights & obligations, and interprets terms and conditions
  • Oversee closeout review of projects to ensure that all revenue and costs have been booked and that final invoices have been sent to clients.
  • Issue required State and Federal compliance reporting, including Title VI requirements
  • Develop and administer yearly Federal Ethics training for compliance with Federal contracting requirements and any other applicable/necessary training
  • Maintain and organize contract data in Microsoft SharePoint
  • Establish a centralized repository for Contract Templates that are maintained under version control.
  • Establish and maintain a clear, auditable, and centralized repository for all Client Contracts, Supplier/Vendor Contracts, Lease Agreements etc.


Requirements

Minimum Qualifications/Experience: 

  • Five (5) + years of Federal Contract Administration within a software and services environment
  • Experience with various types of contracts, including FFP, FFPLOE, CPFF- Term and -LOE, T&M, and various IDIQ types
  • Experience with the proposal process in support of federal acquisitions
  • Knowledge of GSA Schedules, GWACs, and IDIQ vehicles
  • Working knowledge of FAR, DFARS, other FAR supplements, as well as the Uniform Commercial Code with the ability to independently research regulatory issues, understand their application and consequences to our business
  • Working knowledge of SharePoint, O365 SharePoint Online, and CRM
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook
  • Outstanding communication, negotiation, and business management skills)
  • Self-starter with a “can-do” attitude that will thrive in a management structure where high standards of productivity, quality of work, and effectiveness are maintained
  • Exemplify knowledge of contract law, accounting principles and finance
  • Possess strong negotiation and mediation skills
  • Possess superior attention to detail in order to spot inconsistencies in contracts
  • Able to work productively independently and as part of a team
  • Must have excellent analytical thinking skills and problem solving abilities
  • Ability to obtain and maintain a U.S. government security clearance preferred

 

Minimum Education: 

  • Bachelor’s Degree Required
  • Juris Doctor (JD) or JD Candidate is a Plus

 

Required Certifications: 

  • CCM, CFCM or CPCM Preferred
