Summary:

The Financial Lead is responsible for overseeing all financial planning, analysis, and reporting activities supporting the Case Work for Emergency Sheltering and Housing Program. This position plays a key role in developing cost proposals, budget forecasts, financial change orders, and invoicing in compliance with federal, state, and contract requirements.

Responsibilities:

Essential Job Functions:

  • Develop and maintain cost proposals, ensuring accuracy, completeness, and compliance with contractual and regulatory requirements.
  • Prepare budget projections and financial forecasts to support program planning, performance reviews, and leadership decision-making.
  • Draft and submit financial change orders, documenting scope adjustments and budgetary impacts in accordance with contract modification procedures.
  • Generate and review monthly invoices and supporting documentation for accuracy, allowability, and timeliness prior to submission.
  • Track obligations, expenditures, and burn rates against approved budgets, identifying variances and recommending corrective actions.
  • Coordinate with program managers, case management leads, and operations staff to collect financial data and validate cost assumptions.
  • Support the preparation of financial reports for both internal leadership and external oversight entities (e.g., FEMA, State agencies).
  • Ensure financial activities comply with FAR, 2 CFR Part 200, and other applicable federal cost principles.
  • Participate in financial audits, reconciliations, and reviews, ensuring accuracy of all program financial documentation.
  • Maintain organized financial records and document controls in accordance with internal policies and audit standards.
  • Collaborate with procurement, contracts, and human resources teams to support cost tracking and reporting consistency.
  • Provide financial guidance to management on the fiscal impacts of operational decisions.
  • Perform other duties as assigned to support financial operations and program success.
Qualifications:

Necessary Skills and Knowledge:

  • Strong knowledge of budgeting, forecasting, and cost control principles for federally funded programs.
  • Working understanding of FEMA, HUD, and other federal grant financial guidelines.
  • Proficiency with financial management systems, spreadsheets, and accounting software.
  • Ability to analyze complex data sets and present financial information clearly and accurately.
  • Strong attention to detail and commitment to data integrity.
  • Excellent communication skills, with the ability to collaborate effectively across departments.

Minimum Qualifications:

  • Minimum 3+ years of relevant experience.
  • Experience working on large financial projects and/or contracts, FEMA Public Assistance programs, or federal block grant programs is required.
  • Ability to pass a background check.

Preferred Qualifications:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.

 

Pay and Benefits

The annual salary range for this position is $60,000 to $70,000.
