Position Summary

The Grants & Compliance Officer plays a central role in managing the financial, administrative, and compliance functions of MHP’s federallyfunded HUD Preservation and Reinvestment Initiative for Community Enhancement (PRICE), a program funded with federal Community Development Block Grant (CDBG) funds. This position ensures adherence to applicable federal regulations, maintains comprehensive documentation, strengthens internal controls, and prepares timely, accurate reports to staff colleagues and funders.

The Officer is part of MHP’s Central Services team, which encompasses Finance, Human Resources, and Grants Compliance. Working in close collaboration with both the Director of Finance & HR and the Grants & Compliance Manager, this position supports the successful execution of the largest federal award in MHP’s history and helps build longterm organizational capacity for managing complex federal programs.

Key Responsibilities

Federal Grant Compliance & Monitoring

· Ensure full compliance with HUD PRICE and CDBG grant regulations, including 2 CFR 200 (Uniform Guidance).

· Develop and manage systems for documentation, risk assessment, and audit preparedness.

· Monitor subrecipient and contractor activities to verify eligible use of funds.

Billing & Reimbursement Coordination

· Prepare and submit reimbursement requests to HUD and passthrough entities.

· Collaborate with Finance to reconcile expenditures and track budgettoactual activity.

· Ensure timely and accurate drawdowns, cost allocations, and expenditure reporting.

Reporting & Documentation

· Provide grant compliance tracking and monitoring information as requested by MHP staff colleagues who are implementing and overseeing this program.

· Lead the preparation of quarterly and annual HUD reports, incorporating programmatic and financial data.

· Maintain organized and auditready source documentation for all federal grantfunded activities.

· Assist in Single Audit preparation and respond to inquiries from funders or auditors.

Contract and Procurement Compliance

· Support the administration of federally compliant procurement and contracting procedures.

· Track vendor agreements, deliverables, and payment schedules related to PRICE and CDBG grants.

· Ensure subrecipient agreements align with federal compliance requirements.

CrossFunctional Collaboration

· Partner with Central Services (Finance, HR, and Grants Compliance) to ensure cohesive support across internal systems.

· Coordinate closely with the Grants & Compliance Manager to align operational practices and ensure knowledge transfer.

· Participate in internal training, compliance meetings, and process improvements to strengthen grant infrastructure.

Qualifications

Technology and Software Proficiency

· Grant systems: DRGR, Unanet, DocuSign (or similar platforms)

· Timesheet and data systems: Unanet ERP or equivalent

· Adobe Suite and Acrobat Pro

Qualifications

Required:

· Bachelor’s degree in Public Administration, Finance, Nonprofit Management, or related field

· Minimum of 3 years of experience with federal grant administration (HUD experience strongly preferred)

· Working knowledge of 2 CFR Part 200 and the federal grant lifecycle

· Experience in grant billing, compliance tracking, and audit preparation

Preferred:

· Familiarity with HUD PRICE, CDBG, HOME, or similar programs

Knowledge of affordable housing andor manufactured housing
