Description

As the frequency and impacts of natural disasters continue to grow, SBP faces an expanding need for its Recovery Acceleration Fund (RAF) to scale and grow. Federal disaster assistance for permanent repairs to low and moderate-income homes is provided through the Department of Housing and Urban Development’s (HUD) Community Development Block Grants for Disaster Recovery (CDBG-DR). However, it typically takes 24-48 months before these funds appear in devastated communities, forcing millions of Americans to wait years before returning safely to their homes.


SBP seeks a Deputy Director to provide comprehensive oversight and strategic leadership for the Recovery 

Acceleration Fund (RAF) program. This role requires an experienced operations professional with a strong background in CDBG-DR housing programs, customer service, and continuous improvement, ensuring consistent, compliant, and scalable daily operations across all RAF programs. The Deputy Director will be pivotal in driving program performance, ensuring adherence to compliance standards, and supporting both operational and financial management to meet program goals and KPIs.

Responsibilities

Program Oversight & Compliance

  • Directly oversee and support regional RAF operations directors ensuring they receive the guidance, resources, and training needed to implement programming effectively and in line with SBP best practices.
  • Monitor program performance and impact, using data-driven insights to improve program delivery and outcomes.
  • Conduct routine audits of program files to ensure full compliance standards for our team and our clients that will give SBP the highest likelihood of a successful client application.
  • Assist in the development of program goals and KPIs
  • Work with the Director of Operations to evaluate potential new markets’ for future RAF operations.


Operational & Financial Management

  • Prepare monthly reports of operational performance for leadership’s review.
  • Support local RAF teams through problem solving and sharing of best practices to ensure monthly KPI’s are met.
  • Establish a meeting rhythm and foster a collaborative working relationship with relevant county and state agencies to ensure program success.
  • Establish/validate housing quality construction standards as part of the RAF program.

  • Conduct regular site visits, check-ins, performance evaluations, and professional development initiatives to strengthen leadership within the team.
  • Travel to RAF program areas expected, generally 1-2 weeks per month.


Qualifications

  • Four-year university degree or equivalent combination of education and experience
  • 3 to 5 years’ experience in leadership role developing and growing team members
  • 3 to 5 years’ experience working with CDBG-DR grants
  • Familiarity with common aspects of CDBG-DR housing programs including, client eligibility, unmet needs assessments, duplication of benefits, Green Building Retrofit Checklist, and substantial improvements.
  • Experience with Xactimate preferred
  • Excellent written, oral communications and interpersonal skills; ability to listen and assess the interests of various audiences and communicate ideas in person or in writing in a clear and articulate manner to compel individuals to action
  • Proven track record of delivering on goals and meeting metrics
  • Able to satisfactorily pass a criminal history check
  • Flexible and solutions oriented
  • Detail-oriented with strong troubleshooting, analytical and problem-solving abilities
  • Must possess a high degree of emotional intelligence.

Salary Range: $70,000 - $90,000
