The Organizational Change Management (OCM) Developer and Trainer serves as a strategic advisor and organizational change leader, responsible for integrating innovative solutions and ensuring the successful adoption of new processes, technologies, and service delivery models. The role combines expertise in contract and program oversight, business process improvement, and organizational change management to drive measurable operational outcomes in a highly regulated environment.

How You'll Make an Impact:

Organizational Change Management:

  • Coordinate the design and execution of comprehensive change management strategies for Program initiatives.
  • Conduct organizational readiness assessments to identify impacts, risks, and stakeholder concerns.
  • Develop targeted communication, engagement, and training plans to foster adoption and minimize resistance.
  • Establish feedback mechanisms to measure the effectiveness of change and make iterative improvements.
  • Facilitate leadership alignment sessions and change champion networks to build organizational support.
  • Develop and refine workflows by leveraging analytics and performance data to optimize efficiency and ensure compliance.
  • Translate business needs into functional requirements and ensure technology solutions align with operational goals.
  • Build and maintain productive relationships across internal teams, external partners, and executive leadership.
  • Facilitate cross-functional working groups to address service delivery challenges and improve inter-agency coordination.
  • Communicate complex policies, procedures, and technical changes in clear, accessible language.
  • Implement structured feedback loops to ensure that end-user perspectives inform decision-making.

What You'll Need (required):

  • Bachelor's Degree
  • 8+ years of experience
  • Demonstrated experience leading organizational change management efforts within the Veterans Affairs or similarly regulated environments.
  • Expertise in process improvement, technology adoption, and stakeholder engagement strategies.
  • Ability to interpret and apply federal regulations, acquisition policies, and compliance standards.

What Would Be Even Better (preferred):

  • Master's degree
  • Certification in Change Management (e.g., Prosci, ACMP) or Project Management (PMP).
  • Contracting Officer's Representative (COR) Level III certification.
  • Familiarity with digitization technologies, automation tools, and data analytics platforms.

The likely salary range for this position is $96,475 - $130,525. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
