The Texas Education Agency (TEA) seeks an experienced IT Project Lead and Contract Administration Manager to oversee the administration of statewide strategic IT contracts. The role involves monitoring contract and grant performance, developing metrics, managing deliverables, coordinating communications, ensuring compliance, and serving as the liaison between agency leadership and vendors.
The ideal candidate will have deep expertise in contract management, budgeting, forecasting, and government regulations, with a strong track record of delivering operational efficiencies and continuous improvement.
Oversee operations and activities related to monitoring contract and grant performance, including developing and tracking key metrics.
Develop, review, and approve internal contract and grant deliverables.
Coordinate communications, schedule and lead meetings, and provide regular status updates.
Serve as principal liaison between agency management, customers, and vendors involved in the contract process.
Oversee compliance of contracts/grants, review billing, fiscal data, and eligibility determinations.
Lead vendor discussions/negotiations, process documentation, and resolve disputes through settlements.
Prepare and track budgets and Legislative Appropriations Request (LAR) documents for multiple projects.
20+ years – Knowledge of government regulations, laws, and software licensing practices.
20+ years – Experience managing a portfolio of customer expenditure aligned with organizational strategy.
20+ years – Proven record of delivering efficiencies, service improvements, and leading continuous improvement initiatives.
15+ years – Knowledge of DCS contract practices.
15+ years – Experience with DCS contract budgeting and forecasting.
12+ years – Experience with LAR preparation and forecasting.
8+ years – Experience in planning, coordination, requirements gathering, business analysis, specifications development, and reporting.
Preferred: 5+ years – Prior experience with TEA DCS Contracts.
