Job Description

About the Position

The Manager - Proposals will act as the primary liaison between proposals and various internal and external stakeholders (e.g., Business Development, Clients, Outside Sales, and Engineering), the Proposal Manager works collaboratively with these Stakeholders to review commercial opportunities and develop effective solutions using NEI services.  The Proposal Manager is also responsible for reviewing and managing incoming requests for proposals (RFPs).  This position works on a variety of projects, spanning both civil engineering and medium-to-high voltage electrical engineering, and includes: 

  • Renewable Energy (Wind, Solar, Battery Energy Storage)
  • Electrical Utility Infrastructure (Electrical Substations and Transmission Lines)
  • Industrial electrical (Oil & Gas, Water/Wastewater, Data Centers)

This opportunity is available to both local / in-office (Lakewood, Colorado) and full-time remote candidates.

Essential Responsibilities
  • Provide leadership and guidance to the Proposal Engineer Team Leads and other direct reports
  • Act as a liaison between Client Services and relevant internal and external stakeholders
  • Review customer specifications and assist in formulating and communicating the commercial strategy to best address customer needs
  • Understand and direct commercial efforts including the application of profit, risk, and escalation in outgoing proposals
  • Work with members of the engineering operations group to set labor rates and ensure their correct application in the proposal cost model
  • Review and manage the Proposal Group budget
  • Review and managing incoming Requests for Proposals (RFPs): defining the technical requirements of the RFPs, identifying appropriate internal resources for a successful RFP response
  • Manage the proposal process, ensuring a timely and accurate response to RFP’s
  • Work with engineering operations to gather feedback on project performance and input that data back into the proposal cost model
  • Ensure the Proposal Group provides Customers, Business Development, and Inside Sales with timely responses to technical, application, and commercial questions using resources within NEI
  • Provide engineering & technical support to the other members of the Business Development & Proposal Engineering Team
  • Develop and maintain outstanding company-client relationships
  • Oversee the development, maintenance, and improvement of the cost models for accurate proposal pricing
  • Maintain high ethical and professional standards
  • Attending conferences, training workshops, seminars, regular undergraduate, and graduate classes as appropriate for advancement and as required to maintain quality of work
  • Attend safety training and adhere to all safety rules and guidelines

 

Must Have
  • Experience: 6+ years of experience in a similar engineering or proposal role
  • Education: Bachelor’s in Electrical Engineering, Civil Engineering, or similar field from an accredited institution.
  • Previous experience in cost estimating, proposal writing, and/or technical sales is highly preferred 
  • Strong interpersonal and management skills
  • Able to direct multiple teams toward accomplishing a single goal
  • Possess an understanding of commercial concepts and how they relate to the management of the Proposal Process
  • Strong skills in Microsoft Office including Excel, Word, Project.  Advanced ability using MS Excel is highly preferred 
  • Basic understanding electrical and civil engineering with specific emphasis on renewable energy, electrical substations, electrical transmission lines and industrial electrical and mechanical infrastructure
  • Ability to communicate effectively verbally and in writing with customers and internal personnel, exercises strong intrapersonal skills
  • Must be self-motivated, well-organized, and a skilled decision maker that is comfortable in a fast-paced design environment
  • Possesses excellent problem-solving skills
  • Commercial understanding of the engineering or construction industries   

 

Working Conditions

Work Environment:

Work is performed in an office setting and some field work is also required

Travel:

Minimal: 5 – 10%

Physical Activities:

Must be able to lift 25lbs.

Managerial Responsibility:

Team Member is responsible for managing their own work schedule with input from their supervisor and completing assigned tasks.

Team Member should identify discrepancies in assigned work and bring to attention of supervisor or engineer responsible for the project in a timely manner.  Team Member’s work product should be self-checked in a manner that is suitable for review by the supervisor or engineer responsible for the project.
