THE ROLE:

The SEMI Foundation is seeking an experienced and mission-driven Hub Manager – National Network for Microelectronics Education (NNME) with excellent leadership, organizational and communications skills to oversee the day-to-day operations of the Coordinating Hub of the NNME. The NNME, operated by the SEMI Foundation, is a federalized effort to connect and support workforce development activities throughout the nation in the semiconductor industry. The SEMI Foundation serves as the Operating Hub of the NNME and will support large coalitions of workforce development performers, called Regional Nodes. Collectively, the Hub and the Nodes will work to transform semiconductor industry awareness and training to provide pathways toward economic opportunity for American workers, and to provide industry the talent it needs to thrive. 


We are looking for a seasoned professional who is eager to contribute to building this new network from the ground up and has a keen understanding of workforce development, industry awareness, and outreach as they relate to the microelectronics industry. The Manager will be responsible for coordinating Hub activities and key administrative processes. This role will oversee and support Hub industry awareness and outreach programs, RFP execution for new Regional Nodes, and advisory board activities, and will manage data collection and reporting systems for the Hub. Responsibilities will include coordinating with evaluators, developing assessment reports, and ensuring effective information flow across the Hub to support program excellence, evaluation, and continuous improvement. 


In addition to leadership on Hub activities, the Manager will manage two Regional Node Coordinators who will each oversee a portfolio of regionally based consortia including workforce development agencies, academia, training providers, and industry, as well as institutions that operate a network of education, training, and career awareness programs. The Manager will support the Coordinators in overseeing Node endeavors which include identifying synergies among programs and regions as well as national efforts led by the SEMI Foundation efforts and NNME. Finally, the Manager will work with Coordinators to provide cross-Node connections and learning.


The Manager will work with a wide range of external stakeholders, including employers and industry consortia, secondary and post-secondary educators and institutions, unions and labor councils, training providers, community-based organizations, and staff from local, state, and federal government agencies. A successful candidate will bring significant project management, organizational, and interpersonal skills to the table. The Manager will be able to align efforts, leverage resources, and support partnerships that help the Hub reach its objectives and goals.


The ideal candidate is self-managed and able to work as part of a team; highly collaborative and willing to be transparent about their work process and generous in sharing their knowledge; brings expertise, humility, and curiosity to their leadership in equal measure, and has superior communication skills.  


The Manager will need to be creative, energetic, and able to thrive in a fast-paced environment with multiple deadlines and projects at any given time. 


This is a full-time position which reports to the NNME Program Director and will manage a team of at least two positions.


CORE QUALIFICATIONS AND EXPERIENCE: 

  • Experience with managing, overseeing, and/or running large-scale workforce and/or career development programs and evaluations
  • Experience working with Institutions of Higher Education to implement new curricula and educational programming at scale
  • Experience with operating federally funded programs and contracts
  • Experience in project planning, project implementation, and coordination of organizations to drive consensus and meet project goals 
  • Working knowledge of the state and federal workforce development system and local workforce development boards, including the role of workforce systems in education 
  • Extensive experience in managing and allocating large budgets effectively to achieve organizational goals.
  • Ability or experience managing an end-to-end solicitation process, from proposal to evaluation.
  • Capacity to oversee and facilitate meetings with individuals at all levels of management and responsibility
  • Ability to guide, manage, direct, and execute, with the drive to establish early wins and advance an ambitious program of national impact 
  • Strong leadership and management experience, especially when it comes to leading a team of direct reports working remotely
  • Demonstrated ability to navigate complex, decentralized organizational structures, balancing multiple priorities and engaging cross-functional teams to drive alignment and execution.
  • Highly developed written and oral communication skills; high comfort and facility in developing presentations and public speaking
  • High cultural competence and experience working with and supporting all Americans
  • Availability to travel nationally (roughly 20% of time) on a regular basis with prior approval while maintaining a self-imposed work schedule without direct supervision
  • Working familiarity with organizational contracts, budgets, project plans, and proposals for funding opportunities


PREFERRED QUALIFICATIONS: 

  • BS/BA degree or relevant experience 
  • 5+ years of workforce development experience and large-scale project management 
  • Experience in federal/state contract management and implementation and program evaluation
  • Experience in the microelectronics/semiconductor industry


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • In collaboration with NNME leadership, support the development, implementation, and management of the Coordinating Hub for the National Network for Microelectronics Education
  • Oversee the NNME industry awareness and outreach campaign including national and Regional Node efforts and activities with support and partnership of NNME outreach and marketing colleagues
  • Coordinate and support Regional Node LOI and RFP processes
  • With NNME Marketing Manager and NNME team, implement national strategy for disseminating curriculum and digital platform adoption
  • Manage and support the NNME Regional Nodes staff team
  • Support NNME Advisory Board(s) by preparing and presenting reports, soliciting thought partnership, and identifying engagement opportunities
  • Serve as a liaison to other federal investment staff teams (Workforce Center of Excellence, Smart USA, Microelectronics Commons, etc.; support collaborations and partnerships with these institutions
  • Supporting the NNME team, oversee the identification, updating, and dissemination of curriculum across the Nodes
  • Work closely with NNME colleagues to support NNME communications, website, and digital tools
  • Operationalize evaluation mechanisms and strategies in partnership with evaluators and Node coordinators
  • Manage data collection and reporting systems; coordinate with evaluators and provide assessment reports to NNME leadership
  • Ensure the integration of other SEMI programs, as appropriate, into Hub activities
  • Interface with local, regional, state, and federal government agencies to build relationships, provide thought partnership, and advocate for the NNME and Hub activities
  • Oversee the gathering of strategic industry outreach information and activities and identifying and promoting best and promising practices in industry and career awareness 
  • Monitor progress on Hub deliverables to ensure milestones and outcomes are met
