Primary Purpose
Senior Manager, Cost Control takes a lead role in Project Controls functions of claims management, claims negotiation, and litigation support on complex capital construction projects with a high degree of variables such as budget, schedule, number of contracts, management approach, delivery method, level of service, phasing, customer orientation, staffing, labor, location and site access, design and/or construction complexity, environmental issues and other non-traditional project variables.
Essential Functions
- Develop claims strategies as needed on projects. Oversee analysis of claims by Project Controls staff to determine if the claim has merit and the financial and schedule impacts of the claim. Take a lead role in the negotiation of fair and reasonable claim resolution. Seek approval from DASNY management and clients on claims settlement.
- Develop and manage internal reports that track the status of claims on all construction projects, and that effectively communicate the status of projects with claims to DASNY senior management.
- Monitor the status of all active construction projects for their potential to receive claims and recommend strategies that minimize the number of projects that are subject to claims and that minimize the value of claims.
- Work with construction staff and Counsel’s Office on settlement agreements.
- Work with Counsel’s Office in support of construction litigation. Apply knowledge of New York State construction claims laws as needed.
- Manage consultant work assignments on projects with claims or other concerns. Consultant work assignments may include, but not be limited to, scheduling support, financial audits, and technical evaluations.
- Serve as backup for the change order approval process by reviewing and approving change orders as needed to ensure that the work is within the scope of the original contract, costs are reasonable, rates and calculations are in accordance with the contract and sufficient supporting documentation is provided.
- Provide technical guidance on the functions of cost control and project scheduling.
Other Duties and Responsibilities
- May provide construction phase advisory service to Project Management.
- May review and/or develop construction schedules.
- May review and/or develop cost estimates for construction contract and change order work.
- May train and evaluate staff.
- Assist Management in the development of policies.
- Develop, document and implement procedures.
- Assess, develop and implement internal controls, and oversee the review and testing of same.
- Undertake special assignments as directed.
- Must maintain regular attendance in accordance with DASNY attendance and leave policies.
- Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
Supervision
Supervision of employees may be required.
Physical/Mental/Visual Demands
Frequent travel is required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and other work-safety hazards (chemicals, fumes, etc.) of a construction site. Requires complex and time-pressured decision-making. Must be able to work overtime or extended work hours as needed.

PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch, date stamp, shredder.
Minimum Qualifications
Bachelor’s degree plus seven years relevant experience. Must possess a valid driver’s license.
Preferred Qualifications
Bachelor’s degree in engineering, architecture, or construction related field strongly preferred, plus seven years' experience in contracting, claim analysis, schedule analysis, estimating, bidding, contract formation, bonding, delay and dispute resolution. Experience supervising and evaluating staff. Experience in financial management systems, and project management systems. Working knowledge and experience with construction systems (preferably Oracle Contract Manager and PMWeb, along with P6 scheduling). Must possess a valid driver’s license.
