Job description

Our growing Disaster Management Division makes BIG things happen every day. ICF is seeking an Eligibility  QA/QC Lead to help the State of Florida manage grants to carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in its communities. This position is 100% Remote in the United States.

ICF seeks an experienced professional to support mitigation and disaster recovery efforts for the state of Florida and local residents. You should have in-depth experience with home inspection and/or mitigation programs or experience with local or statewide resiliency efforts. You will work with senior staff, subject matter experts, and junior staff to develop and implement policies and procedures for program delivery. 

This position requires the ability to think on one’s feet and adjust to an ever-changing environment. 

Key Responsibilities: 

  • Provide overall leadership to teams assisting and implementing disaster mitigation efforts, including Policy, Compliance/Monitoring, and Data Governance Teams 
  • Supervise and manage Eligibility QA/QC Analysts, including but not limited to: 
  • - Assigning reviews to the Eligibility QA/QC Analysts team 
  • - Maintaining staff schedules and utilization 
  • - Assisting Analysts in achieving monthly goals and with unique/difficult cases as an escalation point of contact. 
  • Maintain a complete understanding of all applicable Program policies, requirements, and procedures and review all cases within established program guidelines. 
  • Approve and confirm initial program eligibility requirements, duplication of benefits (e.g., insurance, SBA Loans), and program determination letters and notifications to applicants, as needed.  
  • Assist with drafting and issuing updated policies and procedures, job aids, and/or operations management manuals to aid in implementing the program(s).  
  • Help refine program procedures and processes for implementation.  
  • Present technical information in key meetings. 
  • Report findings and concerns from Eligibility QA/QC Analysts, and provide guidance and expertise on how to resolve these errors and deficiencies in context of State regulations as well as recommendations to resolve those errors (Cross-cutting State requirements, Eligibility requirements, Duplication of Benefits, etc.) 
  • Provide advisory and consulting services to clients through training sessions, one-on-one conversations, and written products as it pertains to accuracy and completeness of program files, documentation and data 
  • Work with staff to set up systems and be available to interpret and apply the regulations within the context of these systems 
  • Provide training and technical assistance in the field of housing, economic development, and/or community development, especially by translating policies and procedures into a comprehensible format for junior staff 
  • Develop written products and tools for grantee policies and procedures, program implementation, and design, such as QA/QC checklists, job aids, and standard operating procedures 
  • Help refine program procedures and processes for implementation, as needed 
  • Other tasks to help implement grant funded programs, as needed

Basic Qualifications: 

  • Bachelor’s degree in Planning, Public Policy, Government, Accounting, or a related discipline 
  • 5+ years direct experience in: 
  • - Providing training and technical assistance in the field of housing renovation, economic development, and/or community development, or 
  • - In-depth, hands-on experience with grant programs, regulations, and implementation, and/or 
  • - Compliance and monitoring experience pertaining to government benefits or financial data 
  • Familiarity with cloud-based collaboration tolls (e.g., Smartsheet, google docs, SharePoint, etc.)   
  • Established knowledge of how mitigation programs are implemented at the state and local level

Preferred Skills/Experience: 

  • Master's degree in Planning, Public Policy, Government, Accounting or a related discipline 
  • Experience working in a consulting firm, development organization, or public agency preferred

Professional Skills: 

  • Excellent verbal, interpersonal and written communication skills 
  • Strong analytical, problem-solving and decision-making capabilities 
  • Project and personnel management skills 
  • Team player with the ability to work in a fast-paced environment 
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$73,722.00 - $125,327.00
