About ICA Global

ICA is a mission-driven innovation consultancy that works across public health, regulatory science, and data modernization. We partner with federal agencies—including FDA, CDC, CMS, and NIH—to co-create smarter, more human-centered systems. ICA blends strategy, design, and technical depth to help government leaders achieve impact at scale.

At ICA, we believe our success starts with our people. We foster a collaborative "one team" environment where work-life balance isn't just talked about – it's prioritized. We're building dynamic, highly skilled teams in a welcoming and supportive atmosphere. If you're passionate about making a difference, we want to talk to you.

We are looking for a Project Manager to join our growing team!

Overview

The Project Manager will lead the design, development, and delivery of innovative cloud-native solutions in support of a major federal health IT initiative. This role focuses on advancing next-generation capabilities in artificial intelligence (AI), machine learning (ML), and secure data integration in a multi-cloud environment.

The ideal candidate brings deep experience managing complex software development and analytics programs, especially those operating in secure, highly regulated environments. You will oversee technical delivery across a portfolio of AI/ML, NLP, and data science tools designed to accelerate digital modernization, improve analytical insights, and enhance decision-making within a federal health mission space.

About You

You are inquisitive by nature, detail oriented, creative, patient, and a results-focused problem solver who enjoys collaboration with your team. You use critical reasoning, are open-minded and enjoy the steps involved when confronted with a complex challenge.  You have a high standard of accountability and can influence customers by creating effective presentations that communicate complex analytics to non-technical senior management and executives. You are comfortable coordinating day-to-day project activities and client contact.

  • Manage cross-functional agile teams (cloud engineers, data scientists, AI/ML specialists, software developers).
  • Guide the development of secure, scalable AI and analytics tools leveraging AWS and other cloud platforms.
  • Maintain a rapid delivery cadence through agile sprint planning, DevSecOps pipelines, and stakeholder engagement.
  • Ensure technical delivery aligns with security, compliance (e.g., FISMA, ATO, Section 508), and mission priorities.
  • Coordinate across ICA internal teams, cloud service providers, and subcontractors to ensure technical excellence and timely delivery.

Required Qualifications

  • Bachelor's degree in related IT field (e.g., data science, software development, data analytics or other)
  • 7+ years of experience managing software development, data science, or analytics programs in the federal sector.
  • Proven experience leading cloud-native solution delivery (e.g., AWS GovCloud, Azure, GCP) in regulated environments.
  • Demonstrated success in overseeing cross-functional teams and delivering modern AI/ML or NLP capabilities.
  • Strong grasp of agile methods, DevSecOps, and product lifecycle management.
  • Excellent communication, stakeholder engagement, and documentation skills.

Preferred Qualifications:

  • Experience with modern AWS services such as Lambda, SageMaker, Glue, Redshift, Comprehend, and API Gateway.
  • Familiarity with serverless architecture, data mesh, multi-cloud deployments, and secure AI model development.
