Job Title: Senior Business Analyst – EPS Modernization (Remote with Potential Hybrid)
Location:
 Harrisburg, PA (Remote, with potential future hybrid/onsite requirements per Governor's discretion)
Initial Onsite Requirement: First-day processing, badging, and equipment pickup at The Keystone Building, 400 North Street, Harrisburg, PA 17120
Interview Format: Virtual via Microsoft Teams
Contract Duration: Funded through 6/30/26, with potential extension through 6/30/27

Position Overview

PennDOT's Bureau of Business and Service Management seeks a Senior Business Analyst (BA) to support the EPS Modernization initiative. The BA will collaborate with stakeholders, development teams, and vendors to drive requirements gathering, testing, and implementation support. This role requires expertise in business process improvement, agile methodologies (preferred), and documentation, with a focus on digital accessibility compliance.

Key Responsibilities

Business Analysis & Requirements:

  • Conduct independent evaluations of existing processes and systems.

  • Elicit, prioritize, validate, and document business/technical requirements.

  • Document process changes to optimize workflows.

  • Serve as a liaison between stakeholders, developers, and vendors to resolve issues.

  • Prepare meeting agendas, minutes, and project documentation.

Testing & Validation:

  • Develop test scripts, prepare test data, and execute/support User Acceptance Testing (UAT).

  • Ensure accessibility conformance (WCAG/Section 508) and document outcomes.

  • Track defects, triage issues, and validate resolutions.

  • Deliver Test Scripts, Outcomes Reports, and defect logs.

Implementation Support:

  • Assist with Go-Live planning and post-implementation reviews.

  • Update project documentation based on release outcomes.

  • Produce Implementation Outcome Reports, including:

    • Session notes

    • Requirements Change Management logs

    • Go-Live recommendations

Qualifications

Required:

  • 5+ years of business analysis experience, with mastery of industry standards (BABOK, etc.).

  • Ability to work independently, mentor others, and improve BA practices.

  • Strong documentation skills (requirements, test cases, process flows).

  • Experience coordinating cross-functional teams and stakeholders.

Preferred:

  • Familiarity with Agile methodologies (Scrum, Kanban).

  • Knowledge of AWS and/or Ruby on Rails.

  • Experience in government IT projects or modernization efforts.

Logistics
  • Remote Work: Currently 100% remote, but subject to change per Governor's telework policy.

  • Local Preference: Harrisburg-area candidates preferred (must report onsite for Day 1 tasks).

  • Parking: Metered street parking available (costs not reimbursed).
