SierTeK Ltd. is seeking a Senior Program Manager to support an opportunity remotely

POSITION OVERVIEW SECTION

The employee shall aid in research for the Human Effectiveness Directorate, Air and Space Biosciences Division 711 HPWRHB. The Air and Space Biosciences Division is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The division’s branches provide research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight. The research supports Air Force Human Performance research interests by creating high performance, integrated systems for individualized, operationsenhancing health readiness. The contractor shall provide direct support to both the Air Force Science & Technology Line Program and the Defense Health Program (DHP) R&D Portfolios Senior Program Management Team to include the R&D program personnel and laboratories that carryout the S&T mission. The contractor employee(s) assistance under this Advisory and Assistance Services task order shall be for use by 711HPW at WrightPatterson Air Force Base, Ohio.

Essential Job Functions

  • Provide program management and administrative support for daily operations within the Air and Space Biosciences Division, supporting the 711 HPWRHB S&T Portfolio.
  • Apply acquisition and program management principles to assist projects through the AFRL project lifecycle.
  • Implement tools for administration, monitoring, and reporting of R&D programs.
  • Support strategic and tactical acquisition planning; assist in defining program performance parameters for successful S&T portfolio execution.
  • Monitor and assess budget execution across diverse funding sources, including obligations, expenditures, and contractorincurred costs.
  • Develop, review, and finalize program independent cost estimates.
  • Collaborate with multidisciplinary teams (finance, contracting, program managers, scientists, engineers, clinicians, and research assistants) to collect and analyze project data for execution and reporting.
  • Assist in contracting activities, including preparing Statements of Work (SOWs), Requests for Proposals (RFPs), and technical evaluations.
  • Provide executivelevel program support; participate in reviews, conferences, and meetings as needed, including program presentations inside and outside of the 711th Human Performance Wing.
  • Develop and write technical documentation, reports, and briefings for leadership and external stakeholders, including PMRT submissions.
  • Identify and define problemsissues, implement corrective actions, and establish risk mitigation measures to support program execution.
  • Demonstrate strong proficiency in Microsoft Office tools (Word, Outlook, PowerPoint, Excel) for documentation, reporting, and presentations.
  • Maintain excellent organizational, management, and communication skills.
  • Remain active and visible on Air Force Teams during work hours, maintaining accurate status indicators.
    • Qualifications

      Minimum Position Requirements

      • Education:
        • Minimum Bachelor’s Degree in Business AdministrationManagement, Finance, or Accounting.
          • Certifications:
            • One of the following (minimum):
              • DAWIA (APDP Level I or higher) in either Financial Management (FM) or Program Management (PM).
                  • Experience:
                    • Minimum 10 years of demonstrated programproject management and budget analysis experience in a Department of Defense (DoD) or federal service environment;
                      OR—
                    • Minimum 20 years of demonstrated programproject management experience, including project strategy, budget, cost, schedule, performance, and product delivery management.
                    • Demonstrated experience with:
                      • Planning, Programming, Budgeting, and Execution (PPBE) processes
                      • Program planning and baseline establishment
                      • Requirements management
                      • Contract and agreement administration
                      • Analyzing obligations and expenditures
                        • Budget programming and execution for multimilliondollar programs; experience managing multiple funding types.
                        • Understanding of fiscal regulations and various contract vehicle types.
                        • Experience in developing program cost estimates and collectinganalyzing cost data from diverse sources.
                        • Proven ability to develop and write technical documentation and briefings for senior leadership, including use of DoD electronic reporting systems (e.g., Program Management Reporting Tool (PMRT)).
                        • NonDisclosure Agreement (NDA) must be signed and submitted to the Government Program Manager before start of performance
                            • Highly Desired Qualifications

                              • Experience using Air Force Comprehensive Cost and Requirement System (CCaRS).
                              • Experience in a STEM or Research & Development (R&D) environment.
                              • Completion of DoD Financial Manager or Comptroller training andor certifications.
