Job description


Location : Remote
Duration : 1 year with possible extensions but not more than two years, etc
Hours : Full time, State standard working hours only 7:45-4:30 EST, not State Holidays

The Department of Children and Families
(DCF) is in the process of replacing the legacy Bright Futures Information Services (BFIS)
solution with a modern Child Development Division Information System (CCDIS) solution in a
phased approach. The work will be done in a joint effort with internal staff, state IT staff and a
third-party vendor providing implementation support. The project is currently in the maintenance
and operation phase and is following a hybrid agile approach. The scope of the effort is to
perform project management activities for the DCF CDDIS Project through its execution,
currently scheduled to be completed in August of 2026. This effort has the potential for
extension, not to exceed 2 years.
The Contractor shall follow project management methodologies that are consistent with the
Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK)
Guide. Furthermore, the contractor must follow the processes and hybrid project lifecycle
prescribed by the ADS EPMO. Deliverables are described in part in the grid below.


Required:
• Expertise in managing projects using a hybrid approach of waterfall and agile best
practices
• Experience with managing large Government IT projects
• Experience with childcare IT solutions preferred
• Experience with managing projects for system replacement and/or upgrade
• Experience balancing the need for system customization with system maintenance and
sustainability
• Ability to manage projects with phased implementations, multiple business units,
vendors, and consultants.
• Considerable knowledge of business analysis methods and application of those methods
• Project Management Professional (PMP) Certification preferred.

The current systems in use are both BFIS and CDDIS.
