Job description

Delta Solutions and Strategies is seeking an experienced and highly capable Personnel & Operations Program Manager to provide strategic leadership and comprehensive oversight for all personnel, pay, travel, and administrative support programs impacting Space Force PartTime Guardians. This role encompasses both Headquarters and Field level operations, ensuring the efficient and compliant execution of various support functions essential to Guardian readiness, accountability, and career progression. The ideal candidate has deep expertise in Department of the Air Force (DAF) personnel regulations, a proven track record in managing complex programs, and extensive proficiency with a wide array of military and financial management systems.

What you will be doing:
  • Provide strategic direction, guidance, and overall program management for all Space Force PartTime Guardians personnel and operational support functions.
  • Oversee the highvolume processing of military orders for Active Duty for Training (AT) and Active Duty for Operational Support (ADOS) (RPAMPA), ensuring accuracy and timely delivery.
  • Direct deployment processing activities and the issuance of Comprehensive Enlisted Development (CED) orders.
  • Pay Office operations, including account creation, processing, and comprehensive customer service for parttime Guardian pay.
  • Direct Travel Reimbursement functions, encompassing Defense Travel System (DTS) Authorization Approval & Voucher Processing, and Reserve Travel System (RTS) travel vouchers (PCS & CED only).
  • Provide oversight into UTAPS operations, ensuring effective tracking and management.
  • Guide and support the Medical Team in aiding and guidance for Line of Duty (LOD), Medical Profile, and Duty Limiting Condition (DLC) processes.
  • Ensure accurate and timely personnel updates, maintaining high standards of accountability and readiness reporting.
  • Manage personnel assignments and transfers, including Permanent Change of Station (PCS) and Permanent Change of Assignment (PCA) actions.
  • Oversee Unit Personnel Management Roster (UPMR) and manning leveling efforts to optimize force distribution.
  • Direct all separation processes, including Losses, Conditional Releases, Individual Ready Reserve (IRR) management, Administrative Discharges, Mandatory Separation Date (MSD), and High Year of Tenure (HYT).
  • Administer training programs, including classification, duty title updates, Formal Schools, and Upgrade Training Management.
  • Supervise participation and travel management through systems like AROWSAROWSR and UTAPS, including DTS account management, Verbal Orders for Contingency Operations (VOCOs), Special Tour Requests, MSD, and HYT Management.
  • Manage career management programs for enlisted personnel, including Evaluations, Promotions, Reenlistments, and Extensions.
  • Oversee the processing and administration of Bonuses and Incentive Pay.
  • Direct all retirement processes for eligible PartTime Guardians.

  • What you will need:
  • Minimum of 810 years of progressive experience in military personnel management, human resources, or operations within the DAF.
  • Demonstrated experience in program management, strategic planning, and leading diverse teams in a complex, highvolume environment.
  • Proven ability to manage and oversee multiple concurrent processes and administrative functions.
  • Indepth understanding of Air Force Instructions (AFIs), policies, and procedures related to personnel, pay, travel, training, medical administrative processes, and career management.
  • Indepth knowledge of the unique aspects of Air Force Reserve operations and support structures.
  • Expertlevel proficiency and handson experience with the following critical military and personnel management systems: AROWS, Applicable pay systems (e.g., Leaveweb, etc., specific to AF Reserve), myDecs, myEval, myFSS, myVector, DTS (Defense Travel System), ARCNet, Citibank (related to travelpay cards), ASIMS (Aeromedical Services Information Management System), IMR (Individual Medical Readiness), UTAPS (Unit Training Assembly Processing System), milPDS (Military Personnel Data System), AFPAAS (Air Force Personnel Accountability and Assessment System), vMPF (Virtual Military Personnel Flight), and AFNET account Reactivation processes.
  • Exceptional leadership, communication (written and verbal), and interpersonal skills.
  • Strong organizational and analytical abilities with keen attention to detail.
  • Proven problemsolving capabilities and ability to adapt to changing requirements.
  • Proficiency in standard office software (Microsoft Office Suite, particularly Excel, Word, PowerPoint).
  • BABS required.Equivalent military experience and training will be considered in lieu of a degree.
  • Ability to obtain and maintain a Secret U.S. Government security clearance.

  • Direct experience working within an Air Force Reserve Individual Mobilization Augmentee (IMA) Detachment or HQ RIO environment.
  • Prior experience in a senior enlisted or officer leadership role within the DAF personnel or operations functional areas.

    In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this position is $170,000$200,000. Please note that the salary information is a general guideline only.
