Job description

Description

A detail-oriented and strategic clinical trials Site Budget and Proposal Manager to lead the development of site clinical trial budgets during proposal (pre-award) phase and awarded projects . This role is responsible for creating accurate and competitive budget models, managing country-specific cost templates, and ensuring alignment with industry benchmarks and Fair Market Value (FMV) standards. The ideal candidate will collaborate cross-functionally with clinical operations, finance, contracts, and business development teams for awarded projects, during proposal and bid defense and client engagement across all phases. This role will work in partnership with the Global Site Budget & Contracting Manager.


More specifically, the Site Budget and Proposal Manager :

  • Develop and manage comprehensive clinical trial budgets (Min/Max, unit-based, and country-specific).
  • Communicate with sponsors, external budget contacts, and serve as internal escalation point to negotiate optimal study budgets.
  • Create and maintain budget templates tailored to global regions and therapeutic areas.
  • Benchmark costs against internal historical data, industry standards, and FMV databases.
  • Collaborate with operational leads to ensure budget assumptions align with protocol requirements and operational plans.
  • Support proposal (Pre-award) development and respond to RFPs/RFIs from sponsors.
  • Participate in bid defense meetings and client calls to explain budget rationale and assumptions.
  • Maintain pricing tools, cost databases, and budget models in collaboration with finance and IT.
  • Provide training and guidance to junior specialists.
  • Partner with senior team members to improve and refine team processes.
  • Engage with leadership to propose and discuss process improvement initiatives.

Requirements

  • Bachelor’s degree in Life Sciences, Finance, Business, or related field.
  • 5+ years of experience in site clinical trial budgeting.
  • Strong understanding of clinical trial operations, cost drivers, and FMV principles.
  • Proficiency in Excel, budgeting software, and costing DBs; experience with tools like Grant Plan, ClearTrial, or similar is a plus.
  • Excellent analytical, communication, and presentation skills.
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
