Job SummaryThe Manager, Application Portfolio Management leads the enterprise-wide Application Portfolio Management (APM) overseeing a centralized team responsible for governing the application landscape, optimizing software usage, and enabling data driven technology decisions. This role ensures that application intake, lifecycle governance, and rationalization practices are consistently executed across all business units.
The Manager, Application Portfolio Management is responsible for leading the planning, governance, and optimization of the enterprise application and software portfolio using ServiceNow's Application Portfolio Management (APM) and Software Asset Management (SAM) modules. This role ensures business-IT alignment, maximizes technology value, reduces redundancy, enforces lifecycle standards, supports compliance, risk, and cost-effective decision-making across the application and software landscape. This role collaborates closely with enterprise architecture, procurement, IT, security, finance, and business leaders to ensure the application and software portfolio aligns with strategic goals.
Essential Functions- Lead and mature the APM team responsible for application intake, onboarding, classification, and lifecycle governance.
- Establish and maintain governance practices, policies, and workflows that standardize how applications are evaluated, maintained, and retired.
- Drive cross functional collaboration with enterprise architecture, security, IT infrastructure, technology services, and business units to ensure alignment of the portfolio to enterprise goals.
- Oversee daily team operations of the APM team ensuring clear task assignments, efficient workflows, and timely execution of intake and application lifecycle activities
- Lead, coach, and develop APM team members, driving accountability, fostering a collaborative and motivating work environment.
- Manage the team's workflow and workload using ServiceNow to track team activities, intake volume, application reviews and onboarding progress as well as manage timelines and resources.
- Identify process bottlenecks and inefficiencies and proactively lead continuous improvement efforts across onboarding, certification, and rationalization workflows
- Manage the allocation and utilization of resources, including personnel and technologies. Ensure that resources are used efficiently and effectively to meet team goals.
- Establish performance objectives and conduct regular feedback and reviews SMART goals.
- Serve as the strategic owner of the enterprise application portfolio, ensuring governance practices are aligned with business and IT priorities
- Translate portfolio data into actionable insights that support business case development, investment decisions, and technology rationalization strategies.
- Develop and present dashboards and rationalization metrics using ServiceNow to senior leadership.
- Represent the APM function in enterprise planning efforts and support roadmap discussions by providing application portfolio insights,
- Serve as the ServiceNow APM practice lead, ensuring accurate and complete data across the application inventory
- Oversee the Application Lifecycle Review process using scoring models and review schedules, lifecycle reviews, and recertification processes within the ServiceNow platform
- Monitor key indicators of application health using dashboards (usage, cost, security, technical risk) and drive team accountability for keeping data current
- Use APM insights to identify and prioritize rationalization and modernization opportunities
- Lead integration of Software Asset Management (SAM) practices using ServiceNow to manage software entitlements, usage, and compliance, and optimize licensing
- Identify opportunities to eliminate license underutilization, over-allocations, and shelfware
- Use the SAM module to support true-ups, renewals, and vendor audits
- Collaborate with Procurement, and Finance to report on savings and optimization
Required/Preferred Education and Experience- BA/BS in Information Science, Computer Science, or related field
- 8+ years of experience in IT with a focus on application governance, portfolio management, or enterprise IT operations required
- 3+ years of hands-on experience working with ServiceNow APM and SAM, including implementation, configuration, and use in a governance capacity required
- 3-5 years leading high-performing technical or operations teams in a complex, cross functional global IT environment required
- Experience supporting vendor audits, license renewals, or contract optimization preferred
Knowledge, Skills and Abilities- Proven ability to lead a centralized APM function and manage cross functional alignment with enterprise architecture, security, IT, finance, and business leaders.
- Strong experience with ServiceNow APM and SAM modules, including lifecycle workflows, scoring models, and reporting dashboards
- Advanced skills in application governance, software license compliance, and portfolio rationalization.
- Excellent soft skills greatly preferred, e.g., adaptability, emotional intelligence,
- perseverance, active listening
- Exceptional leadership skills with experience in team management, coaching, and performance development. Prior experience leading diverse, global, and collaborative relationships across multiple teams; strong collaboration, communication, and stakeholder management abilities.
- Ability to interpret and present complex technical and financial data to executive stakeholders
- Continuous improvement mindset with experience implementing scalable processes in an enterprise IT setting.
- Knowledge of Cloud, SAAS, and hybrid environment technologies as well as software lifecycle governance frameworks
