Niyam is seeking an experienced Technical Lead/Cloud Architect to join our team in support of our work with National Archives and Records Administration (NARA). We offer competitive compensation and benefits. Position currently allows remote work.

The National Archives and Records Administration (NARA) preserves U.S. government records, manages the Presidential Libraries system, and publishes laws, regulations, Presidential, and other public documents. 

Roles and Responsibilities

• Serve as the technical lead on projects and initiatives, guiding engineers and developers to ensure architectural consistency.
• Lead and provide hands-on support for design, development, test automation, and deployment of enterprise applications using Java, Python, JavaScript frameworks, Node.js, React, Angular, and other open-source software in a secure AWS environment.
• Define and recommend full-stack technologies and frameworks supporting new application development, UI enhancements, and data processing pipelines.
• Establish and ensure compliance to coding standards and support work estimation.
• Integrate and test application components across non-production environments using CI/CD pipelines.
  
• Review, assess, and provide guidance to remediate gaps or defects pertaining to security and application functionality to ensure high-quality deployments.
• Develop Application Program Interface (API) to other enterprise applications to provide seamless flow of data across application boundaries.
• Support, upgrade, and refactor application components including Python 3.6/3.7 scripts and Oracle Java 8 APIs to ensure compatibility with AWS Lambda and long-term supportability.
• Create and maintain detailed documentation of code, specifications, and standard operating procedures to support knowledge transfer and long-term maintenance.
  
• Implement and validate ingestion routines for archival data packages, including automated validation checks, XML/hash verification, and metadata extraction.
• Configure and enhance user interfaces using modern front-end frameworks to support new data types and functionality related to archival data ingestion and export.

Qualifications and Education Requirements

• US Citizenship with ability to obtain a Public Trust.
• Bachelor’s degree in Computer Science, Engineering, or related technical field.
• 10+ years of experience in IT, including at least 3 years in technical leadership roles.
• Proficient in full-stack development using Java, Python, JavaScript frameworks, Node.js, and modern front-end frameworks (e.g., React and Angular).
• Experience developing and deploying applications in AWS, including use of services like Lambda, S3, API Gateway, CloudWatch, and PostgreSQL.
• Familiarity with Infrastructure as Code (IaC) tools such as Terraform, CloudFormation, or Cloud Development Kit.
• Proficient with DevOps tooling (Jenkins, GitLab CI, Azure DevOps, etc.).
• Understanding of containerization (Docker, Kubernetes) and serverless architecture.
• Excellent communication and leadership skills with the ability to manage technical teams and interact with stakeholders.
  

Preferred Skills

• AWS Certified Solutions Architect certification
• Master’s degree in Computer Science, Engineering, or related technical field.
• Familiarity with compliance standards like FedRAMP, SOC 2, or ISO 27001.
• Prior experience in Agile/Scrum development methodologies.
