The Journey IT Project Manager provides leadership and oversight for the planning, execution, and delivery of complex IT projects supporting data management, GIS, engineering, and warehousing services for the National Park Service. This role ensures projects are delivered on time, within scope, and in alignment with federal performance expectations. The Project Manager works across multiple teams to coordinate agile practices, ensure compliance with reporting requirements, and maintain a culture of collaboration, transparency, and continuity.
RESPONSIBILITIES:
Lead project planning, scheduling, resource allocation, and issue tracking across a portfolio of technical teams.
Assists the COR in planning and directing data management work using agile approaches to project management.
Lead and manage cross-functional project teams responsible for enterprise GIS, data engineering, and analytics support functions.
Develop and maintain detailed project plans, schedules, resource assignments, and risk registers across multiple workstreams.
Facilitate agile practices including sprint planning, backlog grooming, daily stand-ups, and retrospectives to maintain team velocity and responsiveness.
Coordinate the preparation and delivery of quality control documents, transition plans, meeting minutes, and stakeholder reports.
Serve as the primary point of contact with government stakeholders for project status, milestone tracking, and deliverable approval.
Manage issues, risks, and change requests through formal review and resolution processes, escalating when needed.
Maintain all project documentation, dashboards, and task tracking using tools such as SharePoint, Jira, or Azure DevOps.
Mentor junior technical leads and promote adherence to best practices in software development, data management, and GIS integration.
Support onboarding, offboarding, and transition-in/transition-out activities to ensure continuity of operations.
Qualifications
MINIMUM REQUIREMENTS
Related Experience:
Master’s degree in Computer Science, Information Systems, Business Administration, or related field.
Minimum 5 years of experience managing IT or data-related projects within a federal environment.
Strong background in agile and hybrid project management methods.
Experience with collaborative software tools like MS Project, Jira, or Azure DevOps.
Demonstrated leadership in cross-functional, distributed teams.
Excellent verbal, written, and interpersonal communication skills.
Experience managing task orders or service delivery for Department of the Interior, National Park Service, or other federal agencies is a significant plus.
Knowledge of enterprise GIS systems (e.g., ArcGIS Enterprise), data governance, or cloud infrastructure is advantageous.
