We are seeking a Preconstruction Engineer at our corporate office in Albany, NY, or in a remote position.

Position Summary:

The position assumes the responsibilities of a preconstruction engineer for HV and MV electrical power systems, including electrical power substations and transmission/distribution systems, primarily on an EPC/turnkey/design-build basis.

Essential Duties and Responsibilities of the Position:

  • Practical knowledge and understanding of Engineering/Procurement/Construction types of projects.
  • Understanding unique requirements and constraints of multiple types of projects, including engineering-only, EPC, utility, renewable, industrial, commercial, etc.
  • Interface and coordinate with other departments, including preconstruction, engineering, procurement, project management, field services and legal.
  • Review and analyze client provided documentation to determine project requirements, design parameters, and potential design challenges.
  • Utilize client requested design guidelines to calculate project specific technical requirements, project feasibility, and project quantities.
  • Develop preliminary designs and concepts that comply with applicable codes and project specifications.
  • Evaluate multiple design options with respect to major equipment selection, site constraints, construction costs, and customer preferences etc. Communicate options clearly to internal and external stakeholders.
  • Collaborate with internal subject matter experts to capture multi-disciplinary aspects of projects (civil, electrical, utility interconnection, procurement, etc.).
  • Communicate conceptual project designs to internal teams, customers, subcontractors, and vendors.
  • Assist in development of cost estimates
  • Assist with vendor and subcontractor bid packages and RFI’s during bidding phase
  • Lead development of project proposals, including thorough description of project inclusions, exclusions and assumptions, completion of supporting proposal deliverables, etc.
  • Present proposals to department and company leadership prior to client submission
  • Lead interactions with client during bid evaluation phase, participating in cost reviews, RFI responses, etc.
  • Lead contract development on awarded projects, ensuring contract scope and price aligns with proposal and estimate
  • Lead project kickoff/turnover to project execution team
  • Compile and track historical bids and project execution costs for reference/use on future bids

Supervision:

  • N/A

Professional Registration:

  • Professional Engineering license (one or more US states) preferable, but not required.

Educational Requirements:  

  • Degree in Electrical Engineering, Electrical Power Engineering, Civil Engineering and/or related Engineering Technologies is preferred

Experience & Training Requirements:

  • 3+ Years’ Experience in leading Proposals, Contract Development, Engineering/Design or Project Management of Transmission Level Substation and Transmission Line (13.8kV – 500 kV) projects including:
    • All aspects of EPC substation/transmission projects
    • Internal engineering
    • Equipment and material purchasing
    • Construction subcontracting
    • Testing and Commissioning
  • Codes and Standards: NEC, NFPA, NESC, OSHA, NERC, RUS, IEEE, ANSI, IEC, Local and Federal Building Codes
  • Highly motivated and able to execute tasks from a lead role.
  • Good written and verbal communications skills.
  • Ability to work well with others in a team setting.
  • Skilled in practice of researching engineering and design issues, evaluating alternatives, making sound recommendations and preparing and presenting recommendations.
  • Skilled in problem solving in time-sensitive situations

Computer Skills:

  • Demonstrated experience in the following software programs:
    • Microsoft Word – Intermediate
    • Microsoft Excel – Intermediate
    • Microsoft Outlook – Intermediate
    • Microsoft Project – Basic
    • AutoCAD (2015 or later) – Basic

Travel Requirements:

  • Preconstruction Engineers’ travel level is typically 10%.

Physical Requirements:

  • Ability to lift / move equipment up to 15 lbs.
