**Major Duties**

  • Manages DLA’s Application Rationalization Program
  • Develops and executes Program strategy, aligning it with agency goals and objectives, and ensuring compliance with DoD regulations and guidelines
  • Defines and tracks metrics to determine business value and technical fit of the DLA IT inventory
  • Develops and presents DLA Logistics IT rationalization briefings for DLA and OSD Senior Executives
  • Ensures IT program and project managers document rationalization plans using Enterprise system of record
  • Collaborates with technical and functional stakeholders across DLA to ensure alignment and buy-in for Application Rationalization initiatives
  • Monitors and reports on the progress of program initiatives to senior leaders
  • Supports the ServiceNow Strategic Portfolio Management team with engagements across the Enterprise to expand adoption
  • Mentors and coaches team members to develop their technical and leadership skills
  • Drives CPI and automation of Application Rationalization and other Strategic Capabilities and Processes Office initiatives
  • Identifies problems/issues, recommends solutions, presents to leadership, and implements approved solutions
  • Provides support as required for other duties as assigned

**Qualification Summary**

To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Oversees the development, assessment and monitoring of performance-based standards. - Determines the minimum criteria to be applied in considering whether to undertake a particular investment, and the criteria related to the quantitatively express projected net, risk-adjusted return on investment. - Identifies and develops the specific quantitative and qualitative criteria for comparing and prioritizing alternative information system investment projects. - Administers the determination, coordination, and approval of program and new initiative budgeting requirements to support systems planning and upgrades, and migrations to Agency standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
