LANES is a community-based Qualified Health Information Organization (QHIO) whose mission is to improve health care delivery by building a platform that enables cost-effective and secure electronic exchange of patient medical records among public and private health care providers and health plans in the larger Los Angeles County region. LANES seeks to make personal health information available when and where it is needed for patient care, safely and securely.

LANES uses a combination of the following systems and services as its core technology infrastructure. LANES uses the Mirth technology, AWS cloud, Google Big Query and FHIR, to link healthcare organizations and to maintain the core technology infrastructure of the Health Information Organization. Lòs Angeles Network for Enhanced Services (LANES) is a Qualified Health Information Organization (QHIO). We connect 200+ healthcare organizations in the Los Angeles region and exchange data on 13+ million patients in real time. LANES is a growing organization with dozens of new healthcare entities connected to our network each year. We are also an industry-leading organization with a state-of-the-art, proprietary technology platform. 

LANES created a unique new opportunity for a talented and motivated Cloud Network Engineer responsible for designing, implementing, and administering LANES’ two cloud environments (AWS and GCP). The Cloud Network Engineer is responsible for backup, disaster recovery, and business continuity. Moreover, the Engineer will set up continuous alerting and monitoring, identify and resolve networking and system problems. The Engineer will also be responsible for cybersecurity and HITRUST compliance. Furthermore, the Cloud Network Engineer will provide Tier 2 and Tier 3-level support related to cloud network issues. The Engineer will continuously monitor LANES’ cloud environments and databases for operational performance, availability, cost, and cybersecurity. The Cloud Network Engineer will also be responsible for LANES’ cloud-based productivity software

Special Note: This is a virtual home-based position. Will be required to attend in-person meetings in Los Angeles area on an as-needed basis.

This is a full-time Salary benefitted position. Employment is provided by Heluna Health.

The pay rate for this position is $118,657.43- $130,000.00 annually

ESSENTIAL FUNCTIONS

  • Design architecture for cloud-based systems, including selecting cloud services and configuring the necessary technical resources. 
  • Develop SOPs for cloud operations. 
  • Provide network and system configuration management to ensure scalability and availability of all production environments.
  • Oversee the day-to-day operations of cloud environments, ensure optimal performance, availability, and resource utilization. 
  • Monitor environments for performance, cost, availability, and cybersecurity. Configure alerting tools and respond to alerts. 
  • Perform system updates, patching, and maintenance. 
  • Configure logging across network infrastructures and continuously monitor logs to identify operational and cybersecurity issues.
  • Develop and implement backup, disaster recovery and business continuity plans.
  • Maintain, configure, and monitor productivity software including but not limited to Office 365, Teams, mail servers, SharePoint, JIRA, and Salesforce.
  • Implement security safeguards to protect cloud-based assets, including data encryption, access control, and threat monitoring, intrusion prevention and detection. 
  • Implement processes for user provisioning and access management that align with HITRUST. Collect evidence for HITRUST, SOC2 and other audits.
  •  Respond to cybersecurity threats.
  • Assure security certificates are up to date. Assure all sftp connections, VPN channels, and ports are properly configured, and security vulnerabilities are eliminated by the earliest time possible.
  • Monitor and analyze cloud spending and identify opportunities to reduce costs without compromising performance or cybersecurity.
  •  Assure that each compute, storage, and database asset is the right size, is in the right environment, and is configured in the most optimal way.
  • Diagnose and resolve technical issues related to cloud systems and applications. Provide Tier 2-3-level technical support to resolve cloud and cybersecurity issues.
  • Automate infrastructure deployments, configuration management, performance monitoring, cybersecurity monitoring, and other tasks to improve efficiency and reduce manual effort. 
  • Work closely with other IT professionals, project managers, and company leadership to implement and manage cloud solutions.

JOB QUALIFICATIONS

Education/Experience 

  • Bachelors degree in Computer Science or a related field preferred
  • 3+ years cloud network engineering experience.
  • 2+ years experience with AWS.
  • 1+ year experience with GCP.
  • Familiarity with healthcare cybersecurity and privacy regulations and standards, e.g., HIPAA, HITECH, and HITRUST.
  •  Experience with scripting languages such as Python or PowerShell for automating tasks.
  • Experience with ADT, CCD, DQ/DR messages and documents used in healthcare
  • Experience with HL-7 and FHIR healthcare data standards
  • Experience with Mirth Connect
  • Experience with Google Cloud Healthcare API
  • Experience working as a member of Agile Scrum project teams.

  • Ability to diagnose and resolve complex technical issues.
  •  Effective communication skills to collaborate with team members and other stakeholders.
  • Ability to work collaboratively using Atlassian JIRA, Confluence, and SharePoint productivity tools.
  • Ability to work effectively independently and as a member of a diverse and cross-functional team of engineers, business system analysts, project managers, subject matter experts, management, and clinical stakeholders.
  • Understanding of networking concepts and cybersecurity principles related to cloud environments.
  • Attention to detail and quality

  • Successful clearance of background and reference check. A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
