About the Role 

The Follow-Up Lead Consultant is a critical member of the Office of Head Start (OHS) monitoring team, focused on leading, coordinating, and completing follow-up reviews that assess whether identified deficiencies, areas of non-compliance, or performance concerns have been sufficiently addressed by Head Start grant recipients. This role is essential to ensuring accountability and program improvement by helping verify corrective actions and documenting results in accordance with the OHS Aligned Monitoring System.  

Follow-Up Leads must have exceptional organizational, analytical, and leadership skills to manage multiple reviews concurrently, engage with internal and external stakeholders, assess compliance documentation, and prepare accurate, timely reports. Follow-Up Leads operate independently and collaboratively to ensure high-quality review outcomes under strict deadlines.

How You Contribute to the Team: 

Training & Technical Readiness  

  • Complete all required OHS monitoring training and calibration activities to stay aligned with protocols and expectations.  

  • Maintain familiarity with evolving Head Start regulations, monitoring tools, and reporting requirements.  

Monitoring Review Leadership  

  • Lead follow-up reviews across a variety of review types, including foundational, comprehensive, and special reviews, ensuring timely execution from initiation to final reporting.  

  • Coordinate all aspects of the follow-up review process, including document requests, data review, reviewer guidance, and internal communications.  

  • Use the monitoring software systems (e.g., IT-AMS) to track review progress, enter notes and findings, and manage documentation workflows.  

Collaboration & Review Execution  

  • Serve as the point of contact between OHS, review team members, and grant recipients during the review period.  

  • Collaborate with reviewers, report writers, and OHS staff to ensure alignment in findings and adherence to federal requirements.  

  • Provide leadership and support in the resolution of inconsistencies or challenges that arise during the review.  

Compliance Verification & Reporting  

  • Analyze corrective action documentation submitted by grant recipients and determine whether compliance has been achieved.  

  • Conduct interviews and data verifications as necessary to confirm implementation of required actions.  

  • Draft, edit, and finalize follow-up review reports that clearly outline results, status of compliance, and any ongoing concerns.  

Operational & Quality Assurance  

  • Ensure timely completion of all follow-up reviews within required performance windows.  

  • Support continuous improvement by offering feedback on processes, tools, and reviewer performance.  

  • Participate in internal audits and quality control measures to maintain the integrity of the review process.  

Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

Education and Credentials  

  • Bachelor’s degree in early childhood education, public administration, social sciences, compliance, or related field required; Master’s degree preferred.  

  • Relevant certifications or coursework in quality assurance, project management, or compliance monitoring are a plus.   

Professional Experience  

  • 3+ years of experience in early childhood education, compliance auditing, or federal program monitoring.  

  • Experience working in or with Head Start/Early Head Start programs is strongly preferred.  

  • Prior leadership experience in conducting monitoring reviews, audits, or evaluations required.  

  • Experience managing compliance documentation, timelines, and federal reporting workflows.   

Technical and Analytical Skills  

  • Deep knowledge of the Head Start Program Performance Standards (HSPPS), the Head Start Act, and the OHS Aligned Monitoring System.  

  • Strong ability to analyze evidence, verify corrective actions, and assess organizational compliance.  

  • Proficiency in data tracking systems and reporting platforms, especially IT-AMS or similar.  

  • Ability to interpret regulatory language and translate into clear compliance judgments.   

Communication and Interpersonal Skills  

  • Strong written communication skills, including the ability to produce well-structured, evidence-based reports.  

  • Excellent spoken communication skills, able to lead calls, clearly explain expectations, and collaborate with diverse stakeholders.  

  • Ability to work independently, manage multiple reviews, and prioritize tasks effectively.  

  • Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required.   

 Additional Requirements  

  • Completion of all required reviewer training prior to deployment.  

  • Availability to travel, as needed, for follow-up or special reviews.  

  • Flexibility to adjust to shifting review timelines and federal priorities.  

  • Adherence to confidentiality, data security protocols, and ethical guidelines throughout the review process.  

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position. 

BCT offers a competitive total compensation package that, for this position, includes a base salary between $75,000 and $80,000 along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.  

This is a remote position located in the fifty United States or Washington, DC. This Project    

Head Start (HS) is a national program that provides comprehensive child development services, primarily to low-income children and their families, and includes Early Head Start (EHS), Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs.   

The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS).  The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations.  This project is responsible for the monitor review scheduling, team deployment and management, travel planning and logistics, content area expertise, conducting reviews and monitoring report drafting.
