Job description

Role Overview 

Reporting to the VP of Data and Analytics, the Director of Service Provider Data and Verification will lead the development of our national process for onboarding and managing service providers, receiving and processing data, and verification of end markets. This role is part of the Data and Analytics team that is one of three pillars on the National Program Operations team, which also includes Technical Services and Materials Services, and will serve as a critical bridge between each of the state teams and the national operations and IT teams. This position will lead our Service Provider data and analytics team which includes managing the data that service providers submit for tracking material movement, expanding the capabilities of the systems for receiving and validating the data, and providing analytics based on the data for use throughout the organization. 

Key Responsibilities 

Build and Manage Service Provider Data Team and Software 

  • Manage and lead all aspects of service provider data including material movement for each state, activity report validation, and system performance;
  • Develop strategies to collect and analyze data for innovative new EPR regulations including tracking material to responsible end markets (REMs), verifying end markets meet the REM criteria, and ensuring service providers have provided all necessary data for their reimbursement claims;
  • Work with IT to define and prioritize features and fixes for the Service Provider Portal, the platform for receiving and verifying service provider data, and interacting with service providers;
  • Work with each state to define requirements for the data that must be submitted and validations that the system needs to perform, including monthly summary reports and data entry screens;
  • Design and manage reports and dashboards for state operational teams, and leadership;
  • Work with Strategic Modeling to develop analysis and projections for state source reduction, reuse/refill, plastic reduction program performance for new program plans and new state EPR programs;
  • Maintain models and projections for material capture, community performance, MRF performance and other KPIs to ensure compliance;
  • Develop repeatable processes and answer organizational questions about service provider data.

Compliance and Reporting 

  • Lead development of Data & Analytics framework for service provider supplied data to support the National compliance and reporting project;
  • Develop a strategy for each state to meet reporting requirements, including determining processes that can be automated and which should stay as manual;
  • Support State teams and engage diverse SMEs in developing proper methodology and corresponding SOPs for proper data collection and analysis;
  • Ensure timely, accurate and complete regulatory compliance reports focusing on program cost and performance;
  • Continually seek and recommend process improvements.

Build and manage material audits, REM evaluation and verification process 

  • Work with regulators and other interested parties to gain buy-in for the harmonized national standard for REMs
  • Work with Senior Manager of REMs to develop process for outreach, onboarding, desktop verification and eventual auditing of REMs for CAA
  • Build internal system for managing data and audit results for REMs
  • Contract with outside organizations to complete REM audits, manage areas of improvement and ensure REM meets the standards;
  • Address complex verification and audit issues with end markets and verification body(ies), including providing advisory insights
  • Work with each state to implement a material audit strategy for inbound and outbound material to ensure accurate tracking of material through the system
  • Build process and analysis for incorporating audit center data and applying it to the proper material streams;
  • Develop data automation and management processes to ensure high quality analysis;
  • Continually seek and recommend verification process improvements.

Skills & Competencies 

  • Building and managing successful teams focused on data and analytics
  • Software product management for data focused applications for both internal and external users
  • Extensive experience with solid waste and recycling data; reuse and/or packaging end of life data is an asset
  • Experience with audits and process related to evaluating environmental impact is an asset
  • Experience with EPR systems and reporting is an asset.
  • Excellent analytical and problem-solving skills, with the ability to interpret complex data and identify actionable insights.
  • Ability to work internally and with a broad range of interested parties to create structure where it currently does not exist.
  • Exceptional communication and interpersonal skills, with the ability to effectively collaborate with stakeholders inside and outside the organization.
  • Detail-oriented with a commitment to accuracy, preciseness and compliance.
  • Ability to engage with teams across the organization, with direct or indirect reporting lines

Qualifications 

  • Degree in Business, Engineering, Scientific or related field.
  • 10+ years of experience with building teams and managing employees focused on data and analytics
  • 10+ years of experience with solid waste and recycling data analysis and reporting
  • 10+ years of experience with data analysis and modeling

Compensation & Other Information 

  • Location: Fully Remote with potential for in-person
  • Compensation: Based on a variety of factors in accordance with applicable law, including the successful candidate's relevant experience, skills, knowledge, and work location. 
  • Reports To: Vice President of Data and Analytics
