Associate Director of Nondiscrimination and Title VI and Title IX Coordinator

Job Summary:

Maintaining a nondiscriminatory and welcoming educational and work environment, as well as compliance with all applicable non-discrimination and equal rights policies, procedures, and laws are core values of Barnard College.

The task of Barnard College’s Assistant Director of Nondiscrimination is to ensure the College is in compliance, and up to date, with all aspects of all applicable nondiscrimination laws; to investigate alleged violations of the College’s nondiscrimination policy, including potential violations of Title VI and Title IX, and to provide training to students, faculty and staff to prevent discrimination and promote compliance with the College’s nondiscrimination policy.

Reporting to the Director of Nondiscrimination, the Assistant Director is responsible for investigating and resolving complaints of protected class discrimination and harassment, retaliation, sex-based harassment, sexual misconduct, stalking and domestic and dating violence, filed under the Policy.

Through the applicable policies and procedures for faculty, staff and students, the College provides the means to prevent and address discrimination, harassment, sexual and related misconduct, including gender-based harassment, sexual harassment, sexual assault, domestic and dating violence, stalking and sexual exploitation. The office is responsible for ensuring compliance under these policies and with federal, state and local civil rights laws, Title VI, Title VII, Title IX, the ADA, the ADEA, the Clery Act, the VAWA, the New York State and New York City Human Rights Laws, the New York State Education Law, and all related applicable laws, rules and regulations, as well as any agreements or judgments to which it is a party, and to investigate any alleged violations or deviations from these policies, laws, rules, regulations and agreements.

Job Description:

The Duties and Responsibilities:

  • Conduct prompt, thorough, unbiased, and trauma-aware review and investigations of policy violations, including identifying and interviewing witnesses, gathering relevant documentation and preparing a detailed report of the investigative findings to ensure a well-documented investigation process. This position requires a significant amount of writing and analysis of documents, and an ability to investigate multiple complaints simultaneously in an efficient manner.

  • Work closely with other College offices in the course of investigations and the provision of supportive measures.  

  • Maintain accurate and thorough investigatory files and reports; providing on-going updates to the Director of Nondiscrimination and others as needed.

  • Provide guidance to students, faculty and staff concerning compliance with the College’s nondiscrimination policy;

  • Work collaboratively with all elements, branches, departments, and divisions of Barnard College, and, as needed, with relevant counterparts throughout Barnard’s affiliate Columbia University, as well as any other institutions with which Barnard may have a relationship involving Barnard, students, faculty and staff;

  • Maintain the confidentiality and/or privacy of Nondiscrimination operations including but not limited to compliance with FERPA.  Maintain the highest ethical standards and serve as a concrete example of ideals contained in Barnard’s nondiscrimination policy.

  • Facilitate alternative resolutions, as well as supportive and interim measures. Assist, as needed, with campus training, reporting, campus programming and outreach, and other duties as assigned.

  • Ensure compliance with the College’s nondiscrimination policy, Title VI, Title VII, Title IX, the ADA, the ADEA, the Clery Act, the VAWA, the New York State and New York City Human Rights Laws, the New York State Education Law, and all similar or related applicable laws, rules and regulations, any related agreements or judgments or injunctions to which the College may be a party. 

  • Ensure compliance with reporting requirements, including, but not limited to those of the U.S. Equal Employment Opportunity Commission, the U.S. Department of Education, Office for Civil Rights, the U.S. Office of Federal Contract Compliance Programs, and the Clery Act.

Skills, Qualifications & Requirements:

Minimum Qualifications:

  • Juris Doctor degree (preferred).

  • Five-ten years of experience conducting investigations related to protected class discrimination and harassment, sexual misconduct, sexual harassment, and gender-related violence in a higher education setting or other related field, or equivalent combination of degree and experience.

  • Demonstrated knowledge and the ability to interpret federal, state and local equal opportunity and non-discrimination laws and regulations.

  • Training and experience in conducting trauma aware and culturally competent neutral investigations.

  • A successful candidate must have strong organization, planning, analytic and problem resolution abilities and excellent interpersonal skills with the ability to remain neutral.

  • Demonstrated ability to: communicate effectively both verbally and in writing; multitask and meet sensitive timelines; use discretion and good judgment; maintain a high level of confidentiality, and work collaboratively with diverse constituencies including students, faculty, staff, administrators and community partners.

  • Must be able to work evenings and weekends as necessary.

  • Writing sample required.

Preferred Qualifications:

  • Knowledge of federal, state and local civil rights laws, Title VI, Title VII, Title IX, the ADA, the ADEA, the Clery Act, the VAWA, the New York State and New York City Human Rights Laws, the New York State Education Law and FERPA

  • Demonstrated ability to conduct thorough, impartial and efficient investigations.

  • Excellent judgment with the ability to manage highly sensitive and confidential information.

  • Demonstrated ability to communicate effectively both verbally and in writing and to produce concise, logical, analytical reports concerning complex issues. 

  • Excellent critical thinking skills, including the demonstrated ability to analyze information, evaluate and problem solve.

  • Strong ability to multitask and meet sensitive timelines

  • Work collaboratively with diverse constituencies including students, faculty, staff, administrators and community partners.

  • Experience providing training and guidance on compliance with nondiscrimination laws.

  • Preference will be given to candidates who provide writing samples demonstrating competence evaluating complex facts, applying facts to policy and/or law, and reaching and well-supported determination. 

In-person or hybrid candidates preferred, but remote candidates may be considered.

Salary Range: $112,000 - $122,000 annually

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the College's good faith and reasonable estimate of the range of possible compensation at the time of posting.
