Navy Qualified Validator (NQV III) - Naval Surface Warfare Center

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity dedicated to research and development, test and evaluation, engineering, and fleet support for the Navy's ships, submarines, military watercraft, and unmanned vehicles. We are currently looking for a Navy Qualified Validator (NQV III), also known as Fully Qualified Navy Validator III (FQNV3), to support NSWCPD Code 104 in the Cybersecurity Program.

**Key Responsibilities:**
- Oversee the development, monitoring, and execution of the Cybersecurity Program in alignment with the DoD Information Assessment and Authorization (A&A) process and Risk Management Framework (RMF) services.
- Review, implement, and validate RMF lifecycle documentation to ensure compliance with cybersecurity policies and standards.
- Conduct thorough assessments to validate the confidentiality, integrity, and availability of systems, networks, and information.
- Perform risk and vulnerability reviews to ensure that accreditation procedures are followed and document any instances of non-compliance.
- Work collaboratively with stakeholders to identify, assess, and document cybersecurity risks and vulnerabilities.
- Provide expert guidance on cybersecurity practices and RMF processes.
- Support the coordination, implementation, and sustainment of laboratories under RMF requirements.

**Required Certification:**
- Must possess Navy Qualified Validator Certification from the Navy Certification Authority (CA) at the time of proposal submittal.

**Target Education:**
- Bachelor’s degree in computer science, information technology, communications systems management, or an equivalent science, technology, engineering, and mathematics (STEM) degree from an accredited college or university.

**Target Experience:**
- A minimum of ten (10) years of practical experience in a cybersecurity or A&A-related field.
- Experience must include implementing and/or reviewing RMF lifecycle documentation and conducting risk and vulnerability assessments to ensure compliance.
