Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking a strategic and experienced ProjectManager for an upcoming opportunity to lead and manage the full spectrum of program delivery, contract operations, and resource oversight for NASA’s Research and Education Support Services (NRESS) contract. This role blends program leadership, project oversight, and financial management to ensure that peer review, solicitation, and IT support services are delivered with excellence and in alignment with NASA’s scientific and administrative objectives.

Key Responsibilities:
Program Leadership & Government Relations:
Serve as the primary point of contact to NASA stakeholders on all aspects of contract execution, performance, and progress reporting.
Establish and maintain effective communications with government stakeholders, resolving issues as they arise and adapting delivery models as needed.
Provide leadership for cross-functional teams supporting peer review, solicitation, IT, logistics, and scientific support.
Project and Task Oversight:
Oversee the planning, execution, and close-out of peer review panels, solicitations, and other contractual tasks.
Work closely with Project Managers and Task Leads to define work requirements, allocate staff and resources, and manage performance.
Ensure all deliverables meet quality, timeline, and cost standards while addressing the scientific and programmatic goals of the agency.
Monitor project risks and develop mitigation strategies in coordination with internal and external stakeholders.
Operational and Financial Management:
Direct contract-level operations including budgeting, financial reporting, procurement, labor tracking, and asset management.
Implement and maintain business tools and controls to ensure cost justification, compliance, and audit readiness.
Prepare and present financial and operational performance reports for internal leadership and government partners.
Ensure that all activities comply with federal contracting regulations and contemporary financial practices.
Required Qualifications:
Bachelor’s degree required in Business, Public Administration, Science, Engineering, or related field.
Minimum of 15 years of professional experience, including:
10+ years of program or project management in a federal or scientific research environment.
7+ years of experience in business operations, financial oversight, or government contracting.
Demonstrated experience leading multidisciplinary teams in support of complex technical or operational contracts.
Strong background in contract compliance, reporting, and resource planning.
Excellent leadership, communication, problem-solving, and stakeholder management skills.
U.S. Citizenship and ability to obtain a NASA Public Trust clearance.
Preferred Qualifications:
Master’s degree or professional certification (e.g., PMP, MBA, CPA).
Experience supporting NASA or similar federal science agencies (e.g., NSF, NIH).
Familiarity with NASA systems and processes (e.g., NSPIRES, FTR, peer review protocols).
Experience overseeing scientific peer review programs and associated logistics.
