Position: DoD Procurement Data SME
How You Will Make an Impact:
We are seeking a talented and driven Department of Defense (DoD)/ Department of Navy (DON) Procurement eBusiness and Data SME to join our team. This is an opportunity for an experienced person that can answer procurement, contract writing system, and acquisition questions.
The ideal candidate must have a deep understanding of the Procure-to-Pay (P2P) End-to-End Business Processes and Data Exchanges: The SME must possess comprehensive knowledge of the entire P2P lifecycle, from the initiation of a purchase request to contract closeout. This includes understanding of the nine defined "Handshakes" (data exchanges), which standardize procedures for the procurement, accounting, and entitlement communities to ensure consistency and traceability of funds.
Duties & Responsibilities:
This role requires significant experience in the DoD contracting and procurement arena with familiarity of contract writing systems (Standard Procurement System (SPS), Navy electronic Procurement System (ePS), Contracting – Information Technology (CON-IT), ConWrite, Army Procurement Automated Data and Document System (PADDS), Automated Contract Preparation System (ACPS), Integrated Technical Item Management and Procurement System (ITIMP), Army Contract Writing System (ACWS), or eProcurement) and the strategic efforts to migrate to modernized, interoperable solutions.
This role will require the DON Procurement eBusiness and Data SME to communicate and collaborate with contracting specialists at DON System Commands (SYSCOMs) on procurement and contract writing system requirements.
- Business Process Re-engineering and Improvement Initiatives: The SME should be adept at identifying and analyzing pain points within procurement and financial processes to contribute to re-engineering efforts aimed at improving efficiency, data integrity, and internal controls. This includes involvement in the DoD Strategic Plan for Defense Wide Procurement Capabilities, which targets improvements to achieve efficiencies, implement legislation, and address audit findings.
- Identify, aggregate, and manage data from various procurement systems sources (e.g., Federal Procurement Data System (FPDS), Electronic Data Archive (EDA), Standard Procurement System (SPS), Navy electronic Procurement System (ePS), and ADVANA). Ensure data is accurately collected, transformed, and prepped for data analysis and reporting purposes. This includes cleaning and validating data to ensure its integrity and usability in acquisition decision-making.
- Lead and support data analytics metrics reporting and trend analysis. Continuously assess acquisition processes, including data flow, reporting accuracy, and system performance, to help the team and client identify opportunities to optimize resource allocation and improve procure-to-pay functions.
- Continuously explore and identify opportunities to enhance existing acquisition data tools, dashboards, and reporting techniques. Drive improvements in data integration, cleansing, and migration efforts.
- The Procurement SME must be passionate about workforce growth, workforce performance, knowledge sharing, knowledge capacity-building, and amplifying domain competence through team training and mentorship on the DASN P contract.
Relevant Skills and Experience:
The ideal candidate will have familiarity with Procurement Data Standard (PDS) requirements, knowledge of the data structure of a contract, and ability to analyze DoD contracting data.
The ideal candidate is detail-oriented, quick to learn complex systems and environments, and has a strong passion for procurement systems and data analytics.
- 15+ years of practical experience in the DoD contracting and procurement arena with familiarity of contract writing systems (Standard Procurement System (SPS), Navy electronic Procurement System (ePS), or Contracting – Information Technology (CON-IT), etc.) with a focus on procure-to-pay processes.
- 10+ years of experience with procurement business systems or data focused position within the DoD Procure-to-Pay (P2P) End-to-End Business Process lifecycle.
- 5+ years of related experience involving each of the following: DoD Procure-to-Pay (P2P) data standards, data exchanges, and data reporting.
- Data Standards and Quality Assurance: The SME must be proficient in the application and enforcement of DoD's system-agnostic data standards to ensure data quality, transparency, and auditability. Key standards include:
- Purchase Request Data Standard (PRDS): The data model for purchase requests, crucial for linking requirements to commitments and subsequent procurement actions, enhancing traceability and auditability.
- Procurement Data Standard (PDS): For the creation, translation, processing, and sharing of procurement actions and improving contract-related data visibility.
- Standard Financial Information Structure (SFIS): Ensuring compliance with DoD’s BEA by reflecting appropriation data as outlined in the SFIS Matrix.
- Product Service Codes (PSCs) and Object Class Codes (OCCs): Knowledge of their use for cost segregation, linking budget and expenditure data, and supporting strategic sourcing.
- Uniform Line Item Structure: Knowledge of the design and enforcement of uniform contract line item structures to improve data accuracy, traceability, and usability. This also includes Exhibit Line Items (ELINs) for complex acquisitions.
- DoD Activity Address Codes (DoDAACs) and Purpose Codes: Understanding the identification and management of DoDAACs and their associated purpose codes (e.g., Procurement Office, Funding Office, Payment Office) to ensure compliance and data integrity.
- Understanding of DoD Procurement and Financial Regulations & Policies: The SME must be familiar with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), including their Procedures, Guidance, and Information (PGI), as the foundational legal and procedural framework for all DoD contract actions. This extends to the DoD Financial Management Regulation (FMR), concerning commitments, disbursements, and financial reporting and the Digital Accountability and Transparency Act (DATA Act) and the Federal Funding Accountability and Transparency Act (FFATA), as they often drive changes in data collection, reporting, and transparency requirements.
- DoD Enterprise Procurement Systems and Capabilities: The role requires familiarity with a wide array of interconnected DoD enterprise systems:
- Procurement Integrated Enterprise Environment (PIEE): As the DoD's central IT platform for P2P processes, the SME must understand PIEE's enterprise services, capabilities, and modules.
- Federal Procurement Data System (FPDS): Knowledge of FPDS as the authoritative source for contract action reporting, including reporting guidelines, data field options, and the use of Procurement Instrument Identifiers (PIIDs).
- System for Award Management (SAM.gov): Understanding of SAM as the official government-wide portal for federal awards, including entity registration, contractor performance, and service contract reporting.
- Electronic Data Access (EDA): Understanding of EDA as the authoritative online repository for contractual instruments and supporting documents.
- Global Exchange (GEX): Awareness of GEX as a critical tool for accurate and timely data transfer between disparate DoD systems, avoiding complex point-to-point interfaces.

- Awareness of other relevant modules and tools such as myInvoice, Contract Deficiency Report (CDR) Module, Government Furnished Property (GFP) Module, Supplier Performance Risk System (SPRS), Contractor Performance Assessment Rating System (CPARS), Joint Appointment Module (JAM), Surveillance and Performance Monitoring (SPM), Contract Business Analysis Repository (CBAR), and Clause Logic Service (CLS).
- Awareness of Mechanization of Contract Administration Services (MOCAS) and Foreign Military Sales (FMS)
- Awareness of DON emphasis on minimizing commercial off-the-shelf (COTS) customization and leveraging Business Process Management tools and Government Off-the-Shelf (GOTS) solutions.
Security Clearance:
Candidates must possess, or be eligible to receive, US DoD Security Clearance.
Travel:
Candidates must be willing to travel approx. 25% within the continental United States of America
Education:
- Bachelor's degree in a relevant field (e.g., Business Administration, Project Management, Information Systems, Data Science, Computer Science).
- Candidates must possess an active US DoD Secret-level Security Clearance.
