JOB SUMMARY
The Payroll Administrator is responsible for the accurate and timely processing of payroll for all employees across 40+ states. This role ensures compliance with federal, state, and local payroll tax laws, company policies, and collective bargaining agreements (if applicable). The Payroll Administrator maintains confidential employee payroll records, resolves payroll discrepancies, and provides excellent customer service to employees regarding payroll-related inquiries, as well as handling requests from third parties.
The Payroll Administrator will receive general instructions on routine work, detailed instructions on new projects, tasks or assignments. May work independently, consistently exercising discretion and independent judgment on individual work, or may work under immediate supervision. May serve as lead on routine projects, tasks or assignments of limited scope.
The Payroll Administrator will communicate and operate in line with organizational goals and values, as well as departmental objectives.
ESSENTIAL FUNCTIONS
Payroll Processing
- Process bi-weekly, semi-monthly, or monthly payroll for all employees in 40+ states, including salary, hourly, commissions, bonuses, and other special payments.
- Review and verify timekeeping records for accuracy and completeness, coordinating with managers as needed.
- Process statutory and voluntary deductions (e.g., taxes, 401(k), health insurance & other benefits, garnishments, child support, etc.).
- Process 401(k) remittance to provider.
- Ensure accurate calculation of overtime, PTO, sick leave, and other leave types.
- Assist in the payroll side of onboarding & offboarding; ensure accurate pay for new hires, terminations, and leaves of absence.
- Prepare and submit payroll journal entries.
- Process manual checks or off-cycle payrolls as required.
Compliance & Reporting
- Stay up-to-date with federal, state, and local payroll tax laws and regulations (e.g., FLSA, IRS regulations) across all operating states.
- Ensure all state and local payroll tax registrations are up to date for any new jurisdictions.
- Review and confirm submission of quarterly and annual payroll tax reports (e.g., 941, W-2s).
- Reconcile year end reports and process any year-end adjustments necessary for W-2s.
- Ensure compliance with all internal payroll policies and procedures.
- Assist with internal and external audits, including 401K audits, financial audits, and compliance testing.
- Generate various payroll reports for management, finance, and HR as needed.
Record Keeping & Reconciliation:
- Maintain accurate and confidential employee payroll records, including new hires, terminations, changes in compensation, and benefits.
- Reconcile payroll general ledger accounts.
- Process and reconcile year-end payroll activities.
Employee & Third-Party Support:
- Respond to employee inquiries regarding paychecks, deductions, tax withholdings, and other payroll-related matters in a timely and professional manner.
- Educate employees on payroll processes and policies.
- Respond to requests for information from third parties, such as those related to wage garnishments, unemployment claims, Department of Labor inquiries, and leave of absence management.
System Management & Improvement:
- Utilize and maintain payroll software (e.g., ADP, Rippling, Deltek Vantagepoint, internal databases, etc.) efficiently.
- Identify and recommend improvements to payroll processes and systems to enhance efficiency and accuracy.
- Participate in testing and implementation of payroll system upgrades or new modules.
Other Duties:
- Assist with special projects as assigned.
- Collaborate with HR, Finance, and other departments as needed.
Completion of Assigned Tasks and Deliverables on Time and on Budget
Performs other related duties as assigned
Requirements
POSITION REQUIREMENTS (ADVANCED LEVEL FOR ALL THE FOLLOWING)
- Thorough understanding of payroll principles, practices, and regulations, including those for various states.
- Proficiency in payroll software and Microsoft Office Suite, especially Excel (intermediate to advanced).
- Strong attention to detail and accuracy.
- Excellent organizational and time management skills.

TRAVEL / RELOCATION REQUIREMENTS
- Up to 5%, this may include travel to any or all 50 US states
- Travel is defined as physically leaving home on behalf of business activities including but not limited to client sites, meetings with other employees, meeting for business development purposes, running errands on behalf of the business, attending industry conferences, etc.
EDUCATION / EXPERIENCE
- Three to six years of experience processing payroll in a similar role.
- Experience with [specific payroll software, e.g., ADP Workforce Now, Paychex, Workday] is highly desirable.
- Extensive experience with multi-state payroll across 40+ states is highly preferred.
- Associate's or Bachelor's degree in Accounting, Finance, Human Resources, or a related field preferred.
- Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) a plus.
