As a Business Analyst, you will be crucial to ensuring that all technical solutions developed within the project are aligned with the real needs of the RNPN and the end users, providing the essential bridge. 

How your day-to-day work will look like: 

  • Lead the requirements gathering process for all new REVFA modules and functionalities, ensuring that they fit institutional needs. 
  • Analyze existing civil registration processes and identify optimization opportunities through digital transformation for required modules. 
  • Document business and functional requirements for system enhancements using structured methodologies and standard notations. 
  • Develop detailed business process models for current and future Civil Registry operations. 
  • Create functional specifications that translate user needs into technical requirements for the development team. 
  • Validate that technical solutions meet business requirements through systematic testing and user acceptance processes. 
  • Conduct stakeholder analysis and involvement to ensure that all perspectives are considered in system design. 
  • Facilitate workshops and interviews with end users and stakeholders to gather requirements and validate proposed solutions. 
  • Develop user stories, use cases, and acceptance criteria for new features and modules. 
  • Identify business rules and constraints that need to be incorporated into the system design. 
  • Create and maintain requirements traceability matrices to ensure complete implementation. 
  • Support change management by documenting the impact of new systems on processes and stakeholders. 
  • Develop training materials and user documentation for new system functionality. 
  • Collaborate with the technical team to ensure proper understanding and implementation of business requirements. 

This would make you the ideal candidate: 

  • Bachelor's Degree in Computer Science, Engineering, or a related field. 
  • 10+ Years of experience working in any of the following areas, or a combination of them: 
  • Business analysis or process improvement. 
  • Work with public sector organizations in digital transformation initiatives. 
  • Experience in requirements management throughout the system development life cycle. 
  • 3+ Years of experience working as a Business Analyst or in a similar position. 
  • 2+ Years of experience working on at least 2 projects focused on modernization and/or digitalization of public services. 
  • Experience in the development of user acceptance testing (UAT) plans and criteria for government systems and/or in the analysis of interoperability requirements between government systems. 
  • Experience in mapping and analyzing data flows of personal information to ensure compliance with data protection regulations. 
  • Experience in the development of functional specifications for systems that manage vital records or citizen identity information will be positively valued. 
  • Experience in reengineering and optimizing public sector processes will be considered an asset. 
  • Experience working within project management frameworks for government IT initiatives. 
  • Experience in gathering and documenting requirements from a diverse group of stakeholders. 
  • Experience in translating regulatory requirements into functional specifications. 
  • Experience in documenting, analyzing, and interpreting complex datasets, and a creative approach to solving complex business challenges and redesigning business processes. 
  • Experience in evaluating the impact of system changes on organizations, processes, and people. 
  • Experience in public sector contexts in Latin America. 
  • Advanced English Level is required for this role as you will work with US clients. Effective communication in English is essential to deliver the best solutions to our clients and expand your horizons.
