Under the supervision of a Human Resources Specialist 2, the incumbent will provide personnel administration and management services, and perform the following essential functions:
Advise program staff on classification matters; research and analyze requests for new positions, reclassifications, reallocations and related classification matters, and recommend appropriate action; prepare classification requests and supporting documentation.
Advise program staff on matters relating to filling jobs, assigning staff, employee status, probation, reduction-in-force, and related staffing areas as necessary, obtaining policy and legal interpretation and/or approval of desired approach from supervisory or Civil Service staff.
Develop and administer decentralized examinations and coordinate Department participation in specific centralized exams; obtain Civil Service approval of job analyses, exam scopes, announcements, questions, and examiners.
Create job postings and review responses to determine eligibility.
Request eligible lists and certifications; canvass using the following methods - mail, email, or telephone.
Maintain accurate records of posting and canvassing deadlines and ensure responses of acceptors and eligible candidates are forwarded to programs timely.
Obtain and review credentials, and other documentation to support appointment transactions.
Communicate effectively via the telephone, in writing and/or in person with a variety of staff and other agency personnel.
Research and prepare correspondence in response to inquiries from employees and the public.
Participate in the development and delivery of training as it relates to human resources issues.
May supervise and train subordinate staff.
Maintain confidentiality of information; exercise good judgment.
Travel to meetings and other special events occasionally, as required.
Adhere to the time and attendance rules of the department.

Minimum Qualifications
The ability to fill this position is subject to DOB guidelines for processing personnel transactions. Note: a budget waiver is not required to fill positions via transfer to lateral or downward level positions within the same department or to change line items within the same funding source; or to replace employees who have been terminated during their probationary periods. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations. If mandatory rehiring lists exist for this title, appointment other than reassignment must be made from these lists. If there are no acceptors from these lists, appointment may be made using the following:
New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS);
Employees who are currently serving in the same title are eligible for reassignment without change in title or status;
Candidates reachable on the appropriate eligible list for this title and location;
Employees eligible for transfer.
This position may be filled as a two-year traineeship.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Non-competitive Minimum Qualifications
Human Resources Specialist Trainee 1 $56,655 : A bachelor's or higher degree.
Human Resources Specialist Trainee 2 $63,180: A bachelor's degree and one year of professional human resources experience.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Human Resources Specialist 1: A bachelor's degree and two years of professional human resources experience.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Human Resources Specialist 1, SG-18 level.
