The Foster Care licensing and recruiting specialist is responsible for recruiting foster
families and taking them through the licensing process. They are also responsible for
coordinating pre-service and ongoing training, as well as annual evaluations required for
all foster families to ensure that all families meet State regulations. The Licensing and
Recruiting Specialist provides consultation in the placement of youth and offers support
for children and families throughout their experience with the program.
Essential Functions (Reasonable accommodations may be made to enable individuals

1. Follow all Lutheran Services Carolinas policy and procedures.
2. Assist in the recruitment and retention of foster families.
3. Provide quarterly home visits once families are licensed and during initial licensing
perform 3-4 home visits.
4. Develop a recruitment plan for the year in the surrounding counties to promote need
for foster care families.
5. Assist in planning and implementation of pre-service and in-service training to
families in the foster care program.
6. Licensing all potential foster families (obtaining all information needed to complete
initial licensing, annual and re-license packets)
7. Develop, plan, coordinate, and facilitate on-going foster parent training programs.
8. Serve as a consultant to case managers regarding foster home issues or problems.
9. Assist with receiving and matching foster care placement referrals to appropriate
new families as assigned by supervisor.
10. Represent Lutheran Services Carolinas professionally in the local community.
11.Ensure compliance with all reporting requirements as stipulated by contracts with
Office of Refugee Resettlement (ORR), Lutheran Immigration and Refugee Services
(LIRS), or other contractors. Conduct regular programmatic audits of physical and
electronic files to ensure quality of service provision and fulfillment of documentation
requirements.

Education: A Bachelor’s degree in Social Work or a related field of study in human
services, behavioral sciences, or social services field
Experience: Two years experience with children/youth. Foster Care recruiting
experience preferred but not required.
Specific skills/abilities:
1) Awareness and sensitivity to the service population’s cultural and socio-economic
characteristics is required.
2) Knowledge/understanding of state licensing requirements regulating Foster Care.
3) Prior experience working in foster care or child welfare.
4) Excellent interpersonal communication and written skills are necessary, as is ability
to work cooperatively with a wide range of organizations, including local, state, and
federal government agencies.
5) Ability to manage crisis situations in response to on-call responsibilities.
6) Demonstrated ability with interviewing and family assessment skills.
7) Demonstrated ability to relate well and work well with others.
8) Demonstrated ability to work independently with high initiative.
9) Must have an ability to provide excellent and compassionate customer service.
10) Working knowledge of recruitment strategies effective for foster parent recruitment
(Social media, community outreach, etc)
11) Computer literacy is required, with proficiency in MS Office (Word, Excel, Power
Point) as well as Internet and e-mail applications.
