Position Overview

BizFirst is supporting our client in search of a full-time Program Analyst III to support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) program with subject matter assistance on cost, schedule, and performance related to procurement, requisitions, and sustainment across the enterprise. The ideal candidate will support all phases of the Planning, Programming, Budgeting, and Execution (PPBE) cycle, provide acquisition documentation, and manage execution through integrated product teams and enterprise logistics platforms. This is a hands-on position requiring coordination across internal and external stakeholders to ensure successful program delivery.

Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.


What You will Do:

As a Program Analyst III, you will advise and assist the Government Lead in acquisition planning, documentation, and execution within the FIRS portfolio. You will support Marine Corps enterprise CBRN Defense programs through technical oversight, lifecycle execution, and PPBE planning, while operating within acquisition frameworks and logistics systems such as GCSS-MC, DPAS, CATALYST, and TFSMS. You will also prepare reports, respond to data calls, and lead coordination efforts across Joint and Service stakeholders.

 

Key Responsibilities

  • Serve as Programmatic CBRN subject matter expert for cost, schedule, and performance related to procurement and sustainment of Marine Corps CBRN Defense capabilities.
  • Provide subject matter expertise across all phases of the PPBE process including POM development and execution planning.
  • Support planning and execution of acquisition functions within the FIRS portfolio, including documentation review, task response, and coordination with internal and external stakeholders.
  • Operate logistics and reporting systems such as GCSS-MC, CATALYST, DPAS, and TFSMS to track requisitions and support fiscal planning.
  • Draft and review acquisition documentation, policy papers, studies, and formal correspondence.
  • Lead or support risk tracking, milestone monitoring, and reporting of complex program actions.
  • Communicate effectively with stakeholders through oral briefings and written reports.
  • Apply knowledge of DoDI 5000.02 to acquisition planning, product development, production, and sustainment strategies.
  • Provide strategic insight into acquisition streamlining and lifecycle management practices.
  • Participate in classified meetings and provide program support within secure environments as required.

 

 

Required Qualifications

  • Experience: Minimum of 2 years of experience in project management, DoD acquisition, or a related programmatic field.
  • Systems Knowledge: Proficiency in operating within GCSS-MC, DPAS, CATALYST, and TFSMS.
  • Tools: At least 2 years of experience using Microsoft Office (Outlook, Excel, PowerPoint, Word, Project), and a minimum of 1 year working with SharePoint.
  • Policy Familiarity: Working knowledge of DoDI 5000.02 acquisition processes and life cycle policies.
  • Clearance: Active DoD Secret Clearance required.
  • Skills: Strong written and verbal communication abilities; capable of leading program coordination and documentation efforts independently or in collaboration with cross-functional teams.
