Job description

Trilogy Federal is seeking a Solution Lead to support the Department of Veterans Affairs (VA). The ideal candidate will be a dynamic leader with expertise in Agile product management and solution delivery, excelling in a fast-paced, client-focused environment. This role requires a collaborative, results-driven professional to join our team, overseeing the development and implementation of VA corporate IT solutions, including legacy system sustainment and DevSecOps-driven modernization efforts. 

The selected Solution Lead must hold at least one of the following active certifications: SAFe Agile Product and Solution Management (APSM), SAFe Product Owner (PO), SAFe Product Manager (PM), SAFe Architect (ARCH), or SAFe Agilist (SA). This position will drive the alignment of technical solutions with VA business goals, leveraging the Veteran-focused Integration Process (VIP) Lean-Agile framework to deliver value-driven outcomes for VA stakeholders.
 
Please note this position is contingent upon award (Q2/Q3 2025), and may require occasional customer site visits in D.C.

Primary Responsibilities:
  • Lead the planning, prioritization, and delivery of VA corporate IT solutions, ensuring alignment with CCSS 2 objectives and VA stakeholder needs across legacy and DevSecOps environments. 
  • Define and manage the solution vision, roadmap, and backlog, collaborating with Scrum Masters, Architects, and DevOps teams to execute Agile Release Trains (ARTs) within the SAFe framework. 
  • Serve as the primary liaison between VA stakeholders (e.g., Contracting Officer’s Representative, end-users) and technical teams, translating business requirements into actionable IT strategies. 
  • Oversee product lifecycle management, from ideation to deployment, ensuring solutions enhance system scalability, security, and performance for VA OIT services. 
  • Facilitate SAFe ceremonies (e.g., PI planning, sprint reviews, solution demos), driving team alignment and continuous improvement in delivery processes. 
  • Ensure solutions comply with VA security and privacy standards (e.g., FISMA, NIST 800-53, FIPS 140-2), coordinating with security specialists to embed compliance into development workflows. 
  • Utilize VA-approved tools (e.g., Jira, GitHub, ServiceNow) to track solution progress, manage requirements, and contribute to Biweekly Status Reports on product increments and risks. 
  • Champion the integration of Continuous Integration/Continuous Delivery (CI/CD) practices, ensuring seamless deployment of solutions in cloud-based (e.g., AWS, Azure) and legacy systems. 
  • Incorporate emerging technologies, such as Artificial Intelligence (AI) or containerization (e.g., Docker, Kubernetes), into solution strategies to support VA’s modernization goals. 
  • Mentor team members on SAFe practices, Agile product management, and solution delivery, contributing to Trilogy’s staff development and fostering a collaborative team culture. 
  • Assess and mitigate risks related to solution delivery, adapting strategies to meet evolving VA priorities and technical requirements. 
  • Drive exceptional customer satisfaction by delivering high-quality, Veteran-centric IT solutions that align with the VIP Lean-Agile framework and VA OIT mission. 

  • Minimum Requirements:
  • Bachelor’s degree in Business, Computer Science, Information Technology, or a related field. 
  • One of the following certifications required: SAFe Agile Product and Solution Management (APSM), SAFe Product Owner (PO), SAFe Product Manager (PM), SAFe Architect (ARCH), or SAFe Agilist (SA). 
  • 10+ years of experience in product management, solution delivery, or a related leadership role, with a focus on federal or VA IT environments. 
  • Proven expertise in SAFe methodologies, Agile product development, and stakeholder collaboration, with hands-on experience using tools like Jira, GitHub, and ServiceNow. 
  • Strong leadership and communication skills, with the ability to bridge business and technical teams in a dynamic, fast-paced setting. 
  • Familiarity with VA security standards (e.g., FISMA, NIST, HIPAA) and the VIP Lean-Agile framework is highly desirable. 
  • Proficiency in MS Office Applications (Word, Excel, PowerPoint, Visio, SharePoint) and VA-approved Agile management tools. 
  • Ability to adapt to evolving priorities and travel occasionally to VA sites in Washington, D.C., as needed. 
  • The ability to obtain a Public Trust Clearance.

  • Additional Agile or technical certifications including Project Management Professional (PMP) preferred.
