Description/Job Summary
Lindahl Reed is hiring Contract Specialists to support The Tulsa District Corps of Engineer (SWT). Lindahl Reed is looking for qualified candidates to provide cradle to grave acquisition/contract/procurement duties in accordance with the Government regulations and policies including the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Regulation Supplement (AFARS), US Army Corps of Engineers Acquisition Instruction (UAI), US Army Corps of Engineers Desk Guide (UDG), Joint Federal Travel Regulations (JFTR), and other agency supplemental regulations as appropriate. The Senior Contract Specialist will perform the following tasks:
Position Responsibilities
- Proficient within the SPS/PD2, CEFMS and PCF systems
- Type of contracts to support include Service and Supply, Environmental, Architect and Engineering (A-E), and Construction
- Sole Source Documentation
- Technical Evaluation Plan (TEP)/Source Selection Plan (SSP)
- Acquisition Methodology Forms and associated efforts
- Modification and Administration Process File Documentation
- Cost Proposal Reviews
- Ad Hoc Inquiries, Research and Assessments
- Procurement Desktop Defense (PD2) / PCF efforts
- Conducting market research and preparing pre-solicitation documents
- Issuing RFP letters and various communications with contractors
- Reviewing technical analysis
- Preparing/reviewing Pre-Negotiation Objective Memorandums (POM), Price Negotiation Memorandums (PNM), Competitive Range Determinations (CRD), Source Selection Decision Documents (SSDD), award letters, award documents in SPS/PD2 and CEFMS, unsuccessful letters, and debriefing documents
- Processing novation agreements
- Preparing general administrative contract modifications for contract and purchase order files
- Processing contract closeouts in SPS
- Processing release of information packages
Qualifications, Skills, and Experience:
- Bachelor's degree (preferred) or equivalent work experience
- Proficient at the Journeyman GS-12 level.
- DAWIA Level 2/3 or FAC-C equivalent or the new DAWIA Contracting Professional Certification
