We are excited to offer an immediate remote contract opportunity for an experienced Program Business Analyst to join a government client based in Winnipeg. This role will start as a 6-month contract with a strong potential for extension, up to 24 months in total.
About the Role The Program Business Analyst will bring a minimum of 10 years of experience analyzing organizational processes, systems, and business domains, with a focus on assessing business models and their integration with technology.

Key Responsibilities
Represent business process requirements in program design
Develop detailed designs for specific program processes
Support GAP analysis between business processes and SAP functionality
Conduct unit testing for configuration and custom development
Support security, data conversion, batch, and system response testing
Provide post-implementation support to end users
Participate in solution scoping, planning, workshops, and knowledge transfer
Assist in solution design and identification of solution gaps
Define integration requirements for third-party and external systems
Provide master data inputs and review data conversion approaches
Support batch job scheduling and parameter definition
Validate business process design deliverables and determine UAT test scripts
Contribute to technical architecture deliverables and solution testing
Acquire knowledge for ongoing solution maintenance and support
Review data definitions and resolve cross-module conflicts
Engage user communities to understand data requirements
Ensure business requirements are fully met by SAP
Collaborate with change management on communications, change plans, and training materials
Perform other related duties as assigned
Qualifications
Bachelor’s degree in Commerce, Information Technology, or a related field
Minimum 10 years of experience as a Program Business Analyst
At least 7 years of experience in process re-engineering at the program level
Minimum 7 years of experience writing use cases
Strong communication, consulting, and client relationship skills at a senior leadership level
Proven ability to identify and frame problems, gather information, and make informed decisions
At least 7 years of public sector experience
Knowledge of Business Analysis Book of Knowledge (BABOK)
Preferred Qualifications
Accreditation from a recognized Business Analyst professional association
Experience working with Government of Manitoba
