Full-time employee - Remote
Salary: $120,000 - $135,000

Scope of Work:
Capio Group is looking for an experienced Technical Architect to work as part of a team to provide Information Technology support to the client services that are currently supported by multiple client systems that duplicate data and functionality in silos preventing cross-analysis and lacking the support of modern work automation tools for facilitating process improvement. The team will be responsible for successfully supporting the system within the agreed-upon schedule and standards, focus on driving process improvement and standardization efforts to enhance efficiency, reduce redundancy, and streamline workflows across systems. The client aims to modernize the systems that will be better equipped to address outcome disparities, ensure high quality services, collaborate with accountable partners, report on key outcomes, access, and delivery metrics and also support innovation and payment reform. 

As part of the team, the Technical Architect will be responsible for tasks including but not limited to:

  • Assist the client by providing coordination, oversight, and leadership for the analysis, planning, design, implementation, documentation, assessment, and management of IT architecture and infrastructure and in alignment with client’s technical vision, standards, mission, goals, and business processes.
  • Support planning and prioritizing incremental modernization improvement efforts to provide system longevity.
  • Work with client’s program areas and technical teams to determine the scalable architecture for the client's system.
  • Develop and present implementation plans and roadmaps to client executives for the future state of the client's system.
  • Work with health care plans, oversight agencies, and federal partners as necessary to secure support for proposals related to the future state of the client's system.
  • Perform other technical architecture duties as requested by the client.
    Engage with stakeholders to develop a complete understanding of current System processes and challenges to improving them.
  • Assist clients to establish and prioritize OKR to improve current system processes.
  • Discover and document opportunities for achieving OKR through business process re-engineering, current technology enhancements, and/or identifying new technology needs.
  • Identify the affected programs, user types, and Happiest Path user journeys for internal and external participants in the current system processes.
  • Understand and document the additional scenarios that any solutions would need to address and relative importance to OKR.
  • Write proposals and document solution alternatives for the future state of the current system.
  • Work with Clients technical teams to determine the scalable architecture for the alternative solutions; align the future state of the current system with Clients Enterprise Architecture and Infrastructure initiatives.
  • Develop and present implementation plans and roadmaps to Clients executives for the future state of current systems.
  • Work with health care plans, oversight agencies, and federal partners as necessary to secure support for proposals related to the future state of the current system.
Mandatory Experience:
  1. Must have a minimum of eight (8) years of experience in systems development, analysis, programming, and testing. 
  2. Within the last five (5) years, must have a minimum of three (3) years of experience in architecting  large scale & complex IT systems*
    *A “large and complex IT system” is defined as:
    (a) At least $20M in total project cost;
    (b) A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users; and
    (c) A solution that provides a secure data exchange interface with multiple external systems.
  3. Within the last five (5) years, must have a minimum of three (3) years of experience with Infrastructure as Code using Terraform, AWS CloudFormation, or similar technology.
  4. Within the last five (5) years, must have a minimum of three (3) years of experience migrating server-based applications to container-based or serverless applications.
  5. Within the last three (3) years, must have a minimum of one (1) year of experience with Agile/SCRUM system development methodologies.
  6. Must possess a Bachelor’s degree in an IT-related or engineering field from an accredited college or university (additional qualifying experience may be substituted for the required education on a year-for-year basis). A copy of the degree must be provided upon request.
  7. Must provide at least two (2) references from previous engagements of similar size, scope, and type of service.
  8. Within the last five (5) years, must have experience working with the Medicare/Medicaid/Medi-Cal program.
Desirable Experience:
  1. Within the last five (5) years, at least a minimum of experience working with Medi-Cal, Medicaid or Medicare information technology systems.
