Job Location: This position will be hybrid eligible: work from home part time and in a state office part time.
Why You’ll Love This Position

You will become a subject matter expert in Federal Regulations and State laws pertaining to Home Health Agencies, Hospices, Comprehensive Outpatient Rehabilitation Facilities, Outpatient Therapy clinics, and Prescribed Pediatric Extended Care Facilities. These regulations are used when providing administrative oversight of surveys/inspections/investigations. Typical work schedule: You will have the flexibility in working from home four days a week and work in the Jefferson City State office once weekly, and as needed for meetings.
Act as the Bureau Chief (administrator) in their absence.
Assures current knowledge of regulatory requirements for all staff through communication and staff meetings.
Attends workshops, seminars and Centers for Medicare and Medicaid sponsored meetings.
Assists with identification of bureau priorities, monitors work flow, and makes necessary adjustments in work assignments to meet deadlines and survey schedule.
Assists in the overall management of the Bureau of Home Care and Rehabilitative Standards, including survey, regulatory activity and complaint investigations.
Assist the Bureau Chief with the management of the bureau to include directing and providing clinical consultation/expertise to bureau survey staff.
Assist with survey process issues.
Communicates with complainants, triages complaints by utilizing clinical knowledge, nursing skills and CMS guidelines. Prioritizes all of the complaints to ensure proper regulatory actions are taken in a timely fashion.
Answers questions from the public, staff, and other governmental agencies related to the complaint or licensure process.
Oversees licensure and certification process in coordination with Centers for Medicare and Medicaid Services (CMS) and State Agency staff
Reviews statement of deficiencies, evaluates for accurate use of principles of documentation, and directs surveyors with the corrections needed.
Assures the Bureau’s sunshine requests are complete, accurate and processed timely.
Assist in the Rule promulgation process.
Assist in quality improvement projects.
Assist with orientation and training of new staff.
Maintains morale of bureau work through positive communication, keeping employees informed on matters that directly or indirectly affect their work and conditions of employment.
Provides on-going review and evaluation of employees to determine level of performance, giving employees appropriate feedback, counseling, or recommendations.
Completes employee feedback through the ENGAGE and REFLECT system.
Discusses disciplinary issues with superiors and personnel officer and administers actions as directed.
Engage in public speaking events as needed.
Maintain the bureau survey schedule to meet deadlines and mandated timeframes.
Promote the mission of DHSS to staff and stakeholders

Minimum Qualifications
Current Missouri license as a Registered Nurse/RN in good standing.
Excellent critical thinking, problem-solving, organizational & time management skills.
Basic computer skills.
A valid driver’s license.
Experience in home health, hospice, or medical regulation is preferred.
Ability to travel statewide with overnight stays.
Ability to maintain a secure home office with internet connection.
