We are seeking a dynamic, analytic, and self-starting individual to join the Commercial Healthcare and Life Sciences (HCLS) practice in our Health Business Unit. As a Business Development StrategyAnalyst, you will be part of the strategy and operations team within the Commercial HCLS practice. You will participate in the drafting and execution of statements of work and proposals across Commercial HCLS clients. Work activities will include translating client prospect requirements into statements of work alongside our subject matter experts, drafting cost proposals, reviewing draft contract, and other documents for technical accuracy and completeness. You will participate in the full proposal development lifecycle for new bids and opportunities in Commercial HCLS, including serving on proposal teams as a proposal manager. You will also work closely with Mathematica’s corporate legal team as necessary to provide advice on contractual terms to minimize risk to all parties prior to contract execution.

Responsibilities

  • Review Commercial HCLS client prospect requirements as well as any client solicitations or other materials necessary to draft a technically sound and complete response.
  • Prepare, review and/or negotiate contracts/subcontracts of varying types (firm-fixed-price (FFP), time-and-materials (T&M), Hybrid), and other contract‐related documents, including but not limited to Statements of Work (SOWs), modifications, and letters of intent (LOIs).
  • Perform ongoing/active contract and subcontract administration activities for a portfolio of contracts within Commercial HCLS in accordance with established company and customer policies.
  • Work with corporate legal counsel’s office and IT security office, as necessary, to provide advice on complicated terms to minimize risk to all parties prior to contract execution.
  • Participate in the full proposal development lifecycle for new bids and opportunities in HCLS, including serving on proposal teams as proposal manager.
  • Develop budget specifications and review budget materials for proposals and other client engagements
  • Collaborate with pricing, purchasing, accounting, finance staff and other administrative groups within Mathematica to provide end‐to‐end business solutions that ensure compliance with contract requirements.
  • Engage with client executive sponsors and contract representatives/specialists to request modifications, funding increases, etc., and resolve issues.
  • Prepare correspondence for clients and subcontractors regarding contractual issues and matters.
  • Update contracts/subcontracts templates as necessary
  • Utilize interpersonal skills, including communication, organization, and planning, for effective verbal and written communication with diverse key stakeholders
  • Additional duties as assigned.

Position Requirements

  • A Bachelor’s degree in business administration, liberal arts, sciences, or similar discipline.
  • Graduate degree preferred (e.g., MPA, MPP, MBA).
  • 3 plus years’ experience in business development and contracts administration or other comparable experience
  • A combination of equivalent education and work experience may be substituted for the above requirements.
  • Proficiency with Microsoft Word, Excel, Outlook, PowerPoint
  • Experience with FFP, T&M, Cost Reimbursement, and hybrid type contracts
  • Experience reviewing RFPs, RFQs, Teaming Agreements, Non‐Disclosure Agreements, Contract Terms and Conditions, and Data Use Agreements.
  • Experience working within the commercial healthcare and life sciences sectors, including with life sciences companies, health systems, and payors.
  • Experience with proposal development processes in a healthcare consulting firm
  • Familiarity with commercial healthcare market contracts and agreements, including purchase orders and Letters of Intent/Authorization
  • Flexibility to handle multiple priorities, sometimes simultaneously, under deadline pressure.
  • Effective verbal and written communication skills
  • Strong organizational skills and attention to detail.

This position offers an anticipated annual base salary range of $70,000 to $90,000.

Staff in our Health unit will eventually work with our largest client, Centers for Medicaid & Medicare Services (CMS). Most staff working on CMS contracts will be required to complete a successful background investigation including the Questionnaire for Public Trust Position SF-85. Staff that are unable to successfully undergo the background investigation will need to be able to obtain work outside CMS. Staff will work with their supervisor to get re-staffed, however if they are unable to do so it may result in employment termination due to lack of work.
