Several Peace Corps Response Volunteers (PCRVs) have been requested to serve as a Disaster Risk Reduction and Management (DRRM) Program Officer in various Local Government Units (LGUs) and other institutions in the Philippines. The Philippines is a country prone to threats from many types of natural disasters such as typhoons, flooding, landslides, earthquake, and volcanic activities. The Super Typhoon Yolanda, also known as Typhoon Haiyan, which severally impacted the Philippines in 2013, has highlighted the vulnerability to natural disasters of many of the country’s inhabitants, especially among the poor and marginal segments of the population. LGUs are expected to be at the front line of emergency measures in the aftermath of disasters to ensure the general welfare of its constituents, and they are mandated to have a Local Disaster Risk Reduction and Management Plan (LDRRMP) covering: disaster preparedness, response, prevention and mitigation, rehabilitation and recovery. The development of a LDRRMP is crucial to help the LGU carry out well thought-out preparedness and response activities together with its stakeholders.

The Disaster Risk Reduction and Management (DRRM) Program Officers will work closely with the Municipal Disaster Risk Reduction and Management Officer and other staff to support the capacity of the LGU in the major areas of data management, planning, training, and coordination & networking. The volunteer will review related documentation and assist in the development of DRRM plans, maps, and information system (GIS)/ global positioning system (GPS) data. The PCRV will also conduct consultation dialogues with key stakeholders in the community and assist in forging partnerships with prospective partners. It is also anticipated that the PCRV will develop workshop designs and training modules for DRRM trainings such as incident command systems, simulation exercises, disaster preparedness, etc. and eventually prepare informational education campaign materials.

Candidates selected for this position will be arriving in the Philippines together as a group, so while the departure dates for the whole group could change, dates cannot be changed for individual candidates.

Required Skills

  • Bachelor’s degree in Environmental Sciences, Management, Urban Planning, Information Technology or any field related to DRRM
  • At least two years of international development work experience
  • At least two years of work experience in DRRM, Climate Change Adaptation (CCA), or contingency planning and management
  • At least two years of work experience in DRRM training activities
  • Demonstrated ability to live and work under challenging emotional and physical conditions
  • Excellent people skills with demonstrated flexibility and patience.
  • High tolerance for ambiguity and high level of flexibility
