Background

CRS centrally manages a growing portfolio of global (multi-regional) awards funded by a wide range of donors from private foundations to United States Agency for International Development USAID and other US government agencies. These awards require varying degrees of finance and operations support at the headquarters level. This position will provide finance and operations support to a limited number of projects.

Job Summary

The Global OverOps Finance and Operations Analyst is responsible in directly and indirectly support a defined portfolio of global projects, leading communications on financial issues, including compliance with related donor and CRS policies. This position requires strong demonstrated experience in the areas of finance and program management, as well as a strong knowledge of donor, especially USG, funding mechanisms and requirements.

Responsibilities

Financial Management

  • Serve as lead on global award financial management issues with program staff, sub-grantees, CRS HQ Finance, and country program finance and compliance staff,
  • Contribute to project start-up, mid-term and close-out meetings to ensure broad understanding of finance related requirements.
  • Ensure that global awards adhere to reporting deadlines, milestones, expiration dates, and donor approved changes in grant procedures.
  • Support global award management teams, country programs, HQ finance and compliance colleagues to address issues/questions on award conditions and the need for modifications or clarifications.
  • Coordinate with relevant staff on any transactions needed in the financial system, such as reclassifications and accruals. Utilize Oracle skills to complete transactions as needed.
  • Support award staff on vendor payments as needed.
  • Provide support for award staff as needed for budgeting/forecasting in Oracle Cloud Planning and Budgeting (ePBCS), budget monitoring in SmartView, and use of Oracle Enterprise Resource Planning (ERP) financial reports.

Financial Reporting

  • Prepare financial reports in CRS financial systems to support easy reconciliation and budget monitoring of projects.
  • Review subrecipient and country level (as appropriate) monthly financial reports and liquidate sub recipient reports as applicable.
  • Take the lead in working with program management in the preparation of donor financial reports as needed and facilitating HQ review prior to donor submission.
  • For projects where CRS has a sub-award, prepare required financial reports for the prime awardee, facilitating CRS approvals prior to submission.
  • Coordinate with Finance on confirming receipt and coding of donor and Prime awardee payments.
  • Support global Project Directors/Chiefs of Party and country program staff on CRS and sub-grantee questions about budgets, spending and reporting, and encourage information sharing that will allow them to become familiar with requirements and practices of donor/CRS finance policy.

Financial Compliance

  • Assist with financial audit requests for CRS, donors, and other stakeholders. Ensure timely closure of finance audit recommendations related to global grants; provide oversight of the preparation, implementation and monitoring of related action plans.
  • Coordinate global award compliance requirements including but is not limited to Host Government Tax reports for USG awards.
  • In compliance with CRS’ Sub-recipient Financial Management Policy (SRFMP), provide support for the timely assessment and monitoring of partner financial capacity and ability to adhere to specific donor requirements. Develop related action plans with program and finance staff to address any capacity/system gaps.
  • In coordination with awards, update Gateway (Salesforce system) for SRFMP-related entries.
  • Review CRS’ Compliance Dashboard and address any needed follow-up for global awards.
  • Update as needed the finance section of global project operations manuals in collaboration with the Global Grants Operations Director, and global project staff.
  • Communicate with award staff on compliance issues such as proper time keeping, travel, and procurement, ensuring that relevant staff are aware of donor requirements.
  • Coordinate with country level and HQ level staff on the financial closeout of global projects, serving as the main point of contact for award level financial closeout.

Cost Application development

  • Provide support in the development of cost applications, ensuring budgets are reasonable, accurate, and adequately reflect the costs of activities required to successfully carry out the program.

Operations Support

  • Support OverOps HQ and Global Awards as needed with agreement review and sub award processes.
  • Support OverOps HQ and Global Awards with procurement and supply chain support as needed.

Qualifications

  • Minimum Bachelor's degree in Finance, Accounting, or related field. Master's degree preferred.
  • Minimum 5-7 years of relevant experience in contracts or grants management
  • Knowledge of and experience with financial reporting and contracts
  • Knowledge of fund accounting and US Government funding regulations for non-profit organizations.
  • Experience in setting and monitoring complex budgets
  • Thorough knowledge of and experience with grant financial reporting
  • Knowledge Oracle enterprise systems preferred. Strong knowledge of MS Office programs.
  • Strong communication and presentation skills. Demonstrated ability to train financial and non-financial staff of all levels.

Preferred Qualifications

  • Understanding of CRS financial and administrative systems, policies, and procedures a plus
  • Knowledge of Oracle enterprise systems preferred.
  • Contracts experience preferred

Required Languages - Fluency in written and spoken English required; ability to work effectively in French or Spanish a plus.

Travel - International and domestic travel (less than 10%)
